Job description
As IT Project Manager, you will take ownership of the end-to-end delivery of the new Housing Management System - from mobilisation through implementation, testing, go-live, and post-implementation stabilisation.
You will act as the central link between Housing services, IT, Data, Corporate Services, and external suppliers, ensuring the solution is compliant, secure, and delivers tangible service improvements., * Lead the full lifecycle delivery of the HMS implementation, including planning, governance, risk, budget, and change control
- Provide day-to-day leadership of the project team and specialist delivery resources
- Manage system suppliers and integrators, ensuring contractual and delivery expectations are met
- Oversee data cleansing, migration, system configuration, integrations, and environment management
- Lead testing, cutover, and go-live activities to ensure a stable and high-quality implementation
- Drive business change, including process redesign, training, organisational readiness, and transition to BAU
- Ensure compliance with housing regulation, GDPR, cyber security, and IT architectural standards
- Track and realise programme benefits, including improved compliance, efficiency, data quality, and customer experience
Requirements
Do you have experience in SaaS?, * Proven delivery of complex, housing-focused IT system implementations, including large-scale data migrations from multiple legacy systems
- Hands-on experience with major housing technologies such as NEC Housing, Microsoft Dynamics 365, or similar enterprise-grade HMS platforms
- Strong understanding of landlord services, including tenancy management, repairs & maintenance, rents, allocations, and asset management
- Experience working within cloud-hosted SaaS environments, including integrations, security, and vendor-managed delivery models
- Strong project governance expertise across risk, issues, change control, cutover planning, and quality assurance
- Ability to collaborate effectively across operational, digital, data, and technical teams
- Experience leading stakeholders through significant organisational and digital change
Benefits & conditions
Hybrid - Portsmouth-based with flexibility for remote working. Occasional requirement to work onsite in the Portsmouth Civic Offices or in a local housing office in either Somerstown, Paulsgrove or Leigh Park.
