Job description

Working Arrangements: Flexible, working alongside operational teams as required. Some office based time each week is expected.

Transformation Manager / Independent Senior Service Design and Delivery Manager - Occupational Therapy Service

This role is responsible for leading the design, mobilisation, and scaling of the Occupational Therapy service. The postholder will translate strategic intent and the approved business case into an operational, prevention-focused Occupational Therapy service that delivers the Local Authority's statutory Occupational Therapy function. The role operates at senior level, working closely with professional leads, operational teams, and partners to ensure a safe, effective, and sustainable service model. Key accountabilities:

  • Lead the design of a consistent, prevention-focused end-to-end Occupational Therapy model spanning all access points and service functions
  • Map, review, and redesign Occupational Therapy pathways across Adult Social Care, identifying duplication, gaps, and delays
  • Work in partnership with the Principal Occupational Therapist and Head of Occupational Therapy to align service design with best practice and statutory requirements
  • Define clear roles, responsibilities, decision-making points, and prioritisation frameworks to support effective delivery
  • Support the mobilisation of an in-house Community Occupational Therapy service, translating design into operational practice
  • Provide senior change management leadership to support implementation and adoption of new ways of working
  • Support delivery of agreed benefits, ensuring improved outcomes, flow, and service resilience

Requirements

  • Strong understanding of Adult Social Care, the Care Act 2014, and the role of Occupational Therapy in prevention and early intervention
  • Proven experience designing, mobilising, or transforming services within Adult Social Care, health, or related public sector settings
  • Demonstrated ability to translate strategy, policy, and business cases into operational service delivery
  • Experience of leading or supporting complex service change and transformation
  • Experience developing and implementing benefits realisation plans
  • Strong stakeholder management skills, with the ability to work effectively with senior leaders, practitioners, and partners
  • Experience of Occupational Therapy service models or community-based services (desirable)
