Job description
The Head of Digital Delivery reports to the HMCTS Chief Digital and Information Officer and is accountable for leading, developing and delivering all aspects of the DTS digital delivery outcomes, in line with the DTS Technology Strategy to:
- Meet business and user needs. Prioritise and resource work activities
- Shape and transform the way business is done, developing the capability to provide better online services to achieve faster and more effective models of delivery at optimal cost
- Lead the DTS Digital Delivery function, inspiring others and creating a team which makes individuals feel proud to be a member.
As a senior leader within HMCTS, you will provide inspirational, active and dynamic leadership, contributing to the vision, strategy and business performance of HMCTS, and communicating objectives, plans and priorities with clarity, conviction and enthusiasm using project methodologies to deliver large packages of digital work.
You will be a member of the HMCTS Digital Change Senior Management Group. As such you will be expected to work effectively with senior leaders across HMCTS, the Ministry of Justice and wider Government Digital community.
You will be expected to quickly build trust and credibility at all levels in the organisation, whilst having the resilience and gravitas to drive forward this agenda. You will build and maintain relationships with the senior judiciary.
You will support digital working with and across HMCTS, in a way that makes digital services accessible, inclusive and open to all. You will be taking a lead the transition of new products into live service and ensure we have a capable, motivated and sustainable team, Lead a geographically distributed team of: c300-400 FTE staff, contractors, managed services and strategic suppliers to:
- Lead the transition of new services delivered by the HMCTS Reform Programme into live service and establish future enhancements of new services in line with DTS, HMCTS and Justice Digital's strategic objectives. You will be accountable for the service delivery and performance of the Digital Delivery team, providing assurance to HMCTS ExT and MoJ Senior Stakeholders that appropriate governance as been applied.
- Manage delivery and development of key applications and continuous improvement of new applications following their deployment, identifying, managing and being accountable for strategic risk management and real-term benefits realisation. Including the delivery of the necessary changes for Leveson and release in error initiatives - key strategic initiatives of the MOJ.
- Provide application support services that maintain and enhance the technical products that deliver HMCTS' services to staff, the judiciary, professional users and customers. This includes ensuring the capability to manage current and new services.
- Using Project Management Methodologies (in particular aligning to NISTA principles), lead on and deliver the wider Digitalisation of the Civil Jurisdiction. This will be a significant programme of work managing several critical digital projects simultaneously.
- Acting as a change champion within the HMCTS and Justice Digital space, you will be a positive role model within the senior leadership community a visible advocate representing the technology workstream with Board Level senior officials, Ministers and external partners. Requirements
- Experience designing, delivering and running/continuous improving products as a digital delivery professional (i.e. a background as BA, Product, DM, Dev, or similar profession)., * Lead Criteria: Extensive understanding and experience of digital delivery using modern software engineering techniques (continuous delivery, agile).

- Extensive understanding and experience of delivery using Agile (or other relevant Project Management) methodologies in relation to technology orientated programmes and implementing strategic objectives
- Proven ability to establish and maintain excellent stakeholder relationships, with the credibility to engage with, influence and gain the confidence of the most senior of business leaders
- Proven ability to balance and mitigate tensions and dependencies across a broad range of senior leaders, providing strategic vision across the broad and rapidly evolving digital landscape and successfully implement strategic change management
- Demonstrate excellent leadership skills, with the ability to inspire and motivate people at all levels to deliver programmes through to a successful conclusion - delivery focused
