Project Manager Infrastructure

As a Keystone Solutions consultant, you will be engaged on a consultancy mission for our client undergoing a large-scale digital and organizational transformation to modernize processes, strengthen operational efficiency, and better serve both citizens and field services. This transformation is steered by the client's Digital Transformation Office (DTO), led by the Digital Transformation Officer, which defines the digital strategy, oversees the transformation portfolio, and ensures alignment of initiatives with the broader strategy. The DTO operates across three pillars-IT, Innovation, and Data-within a transformation framework structured around five major axes: initiative framing and structuring (intake, program management, target operating model, legal aspects); foundations and standardization (including modernization of IT infrastructure, security, data integration, and stabilization of fundamentals Fix the basics); transformation of business domains (administrative, operational, and citizen-oriented); innovation (including integration of emerging technologies such as Artificial Intelligence); and transversal governance (coordination between steering bodies and operational units, and change enablement). You will join the client-facing DTO team and work closely with the Chief Technology Officer (CTO). The CTO is responsible for the overall technology vision and the leadership of the digital transformation and has launched a mission to analyze, optimize, and structure infrastructure activities. To support this effort, the client seeks a Project / Program Manager Infrastructure to collaborate closely with the Infrastructure department of the Systems Division (DIST) and directly with the CTO. Your primary mission is to map all infrastructure and systems initiatives (projects, programs, infrastructure activities, and operations), understand existing processes, and structure the initiatives to drive high-impact projects. The main objective is to provide the CTO and leadership with clear visibility on initiative progress, risks, and optimization opportunities to effectively steer activities and evolve the organization. Lead the roadmap of priority initiatives and ensure alignment with the digital strategy.

• Transparency and Executive Reporting: Implement a mapping of activities, KPIs, and dashboards to provide clear visibility to the CTO, the DTO, and DIST on progress, risks, and opportunities. Produce concise reports and strategic recommendations to support decision-making.
• Process Analysis and Structuring: Understand, map, and analyze current infrastructure department processes (run and build), identify inefficiencies, and propose concrete improvements.
• Coordination and Governance: Ensure transverse coordination between Infrastructure, Security, Data teams, and stakeholders to streamline dependencies and avoid bottlenecks. Maintain the link with the PMO team and associated governance. Guarantee alignment of initiatives with DTO priorities (stabilization of fundamentals, governance). Plan initiatives by structuring and prioritizing the infrastructure project portfolio.
• Risk Management and Continuous Improvement: Identify organizational, operational, and technological risks, propose mitigation plans, and prioritize high-impact actions. Contribute to process standardization (ITIL, DevOps) and operational optimization. Manage operational or technical crisis situations by proposing emergency plans and coordinating teams for rapid resolution.
• Strategic Interface CTO/DTO: Translate the CTO's vision into concrete action plans for infrastructure teams. Surface field realities and operational needs to adjust strategy.
