Job description
We are seeking an IT Program Manager to join our proposal supporting the National Reconnaissance Office (NRO) with Wireless Intrusion Detection System (WIDS) Expansion and Support. In this role, you will plan, govern, prioritize, and optimize major IT investments across a portfolio-ensuring strategic alignment, transparency, and measurable value delivery. The IT Program Manager serves as the primary interface between Government stakeholders and contractor staff., The IT Program Manager is expected to be able to:
- Ensure qualified personnel are SCI-cleared, available, appropriately organized, and staffed in accordance with contract requirements.
- Develop and maintain a methodology to assess priorities and allocate resources when resolving competing requirements.
- Develop and maintain an integrated master schedule in accordance with Wireless Intrustion Detection System (WIDS) implementation requirements.
- Ensure all SOW requirements are delivered in accordance with the Program Management Plan (PMP).
- Lead IT portfolio planning, coordination, and governance.
- Develop, maintain, and optimize the IT investment portfolio roadmap.
- Analyze project proposals to ensure technical, strategic, and financial alignment.
- Facilitate portfolio review boards, prioritization cycles, and executive briefings.
- Provide visibility into portfolio health, risks, dependencies, and performance metrics.
- Monitor cost, schedule, and performance across IT programs and projects.
- Conduct business case analysis to support investment decisions.
- Coordinate with cross-functional stakeholders, including engineering, operations, finance, and leadership.
- Ensure compliance with organizational policies, federal IT governance, cybersecurity requirements, and enterprise architecture standards.
- Provide advisory support on maturing portfolio processes, tools, and reporting frameworks.
Requirements
- 10+ years of experience managing IT programs/projects, including portfolio governance in a federal and/or IC environment
Certifications
- PMP Certification
- DoD 8570/8140 IAM Level III certification (e.g., CISSP or CISM)
- ITIL 4 Foundation
Clearance
- Active TS/SCI with CI Polygraph
HIGHLY DESIRED
- Agile certification (PMI-ACP, CSM, or PSM I)
- Strong background in IT governance, portfolio management, or program oversight.
- Demonstrated experience supporting federal IT programs or DoD/IC customers.
- Familiarity with IT lifecycle methodologies (Agile, Waterfall, hybrid).
- Proficiency with portfolio tools such as MS Project, ServiceNow, Jira, Power BI, or equivalent., * Customer Service

- Work schedule: "Normal work hours" constitute on average 8 hours a day, 40 hours per week (excluding breaks and meal periods) within standard operational hours occurring 0600-1800, Monday-Friday, excluding Federal holidays. May be requested to work evenings and weekends to meet program and contract needs.
- Amount of Travel: 20%, Target salary range: $155,000 - $295,000 The salary range displayed is an estimate and will be determined based on several factors, including the individual's combination of education, knowledge, skills, competencies, and experience, as well as contract parameters and organizational requirements.
