You will serve as an INFORMATION TECHNOLOGY SPECIALIST (PLCYPLAN) in the Commander, U.S. Pacific Fleet Headquarters, Makalapa, Pearl Harbor, Communications and Information Systems Directorate of MARITIME OPERATIONS CENTER., Yes-Yes - This position is eligible for ad-hoc/situational telework at the discretion of management.

- You will exercise both administrative and technical supervision over subordinates for Communication Systems Maritime Operations Center Systems support
- You will plan work to be accomplished by subordinates, sets priorities and prepares schedules for completion of work.
- You will review work products of subordinates and accepts, amends or rejects work.
- You will be responsible for establishing and maintaining an efficient and economical position structure by providing the optimum balance between elements as economy, efficiency, skills utilization, employee motivation and development.
- You will be responsible for operational oversight of the transport, networks, and systems that support the PACFLT Fleet Command Center (FCC) and Makalapa Headquarters when a Joint Force Taskforce is formed.
- You will oversee and manage the requirements, funding, installation, operation, and maintenance of all Communication Systems supporting the FCC.
- You will develop planning documents as required of Operational and Concepts Plans., A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Cyberspace Workforce position, work role code (802), proficiency level (Advanced) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101., Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector e one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the application of information technology and communication systems concepts, principles and/or practices to manage information technology systems and/or developing new theories, concepts, and/or standards in order to align agency internal business practices with regulations. Examples include: interpreting and developing policies; analyzing and resolving technical and resource issues; establishing metrics and performance measurement tools; performing cost-benefit and feasibility analyses of proposed new systems; and life-cycle management., Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment., This job does not have an education qualification requirement., Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire.
Pay retention may be granted when certain conditions are met.
The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title. 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
