Job description
The MTSI Defense Services Division is seeking an experienced Aviation Test and Evaluation Program Manager to lead test and evaluation efforts for a NAVAIR program office. As the T&E PM, you will play a key leadership role in managing and overseeing the overall test and evaluation program to include developmental and operational testing for evaluation of aircraft survivability, vulnerability, and lethality performance of Department of Defense (DoD) systems. The individual in this role will manage and oversee all aspects of T&E activities for assigned programs, including test planning, execution, reporting, and coordination with stakeholders. The PM ensures all testing complies with DoD guidelines, directives, and requirements while directly supporting the acquisition lifecycle of weapon systems and platforms. You will be supporting onsite and overseeing a workforce across multiple test sites and locations. Responsibilities: 1)Program and Test Management: *Plan, manage, and execute Test & Evaluation programs for new and existing systems. *Develop and refine test strategies, plans, methodologies, and procedures according to DoD regulations and Congressional statutes. *Lead and monitor test execution, ensuring adherence to technical objectives, schedules, and budgets. *Prepare decision briefs, program status reports, risk assessments, and performance evaluation summaries for stakeholders. *Manage program risks while anticipating challenges and resolving issues to maintain project milestones. 2)Compliance and Documentation: *Ensure test operations meet DoD standards for survivability, lethality, and vulnerability assessments. *Develop and submit required documentation, including Test and Evaluation Master Plans (TEMP), system specifications, and programmatic review materials. *Coordinate with oversight organizations such as the Director, Operational Test and Evaluation (DOT&E), to gain approval for test plans and reports. 3)Collaboration and Stakeholder Engagement: *Collaborate with technical teams, vendors, and subcontractors to define system requirements. *Serve as the primary liaison between program offices, testing teams, acquisition staff, and the DoD oversight community. *Work closely with system engineers, military end-users, and contractors to establish test environments and criteria. *Represent the program at technical reviews, acquisition meetings, and T&E working groups. 4)Data Analysis and Reporting: *Oversee data collection, analysis, and verification to ensure test results meet reliability and reproducibility standards. *Develop actionable insights based on all T&E data to inform design modifications and system improvements. *Document findings and draft reports for submission to program offices and oversight agencies.
Requirements
*Minimum 10 years of experience in Test & Evaluation, system engineering, or program management within the DoD environment. *Familiarity with development test and evaluation *Familiarity with operational test and evaluation *Familiarity with Live Fire Test & Evaluation procedures and survivability testing methods. Skills & Competencies: *Strong understanding of DoD test and evaluation requirements, policies, and regulations. *Proven ability to manage complex programs and prioritize competing tasks. *Excellent communication, presentation, and leadership skills. *Proficiency in test range coordination and test readiness review processes. *Technical knowledge in weapons effects, aircraft systems, munitions, sensors, and survivability domains. *Certifications: Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification is preferred. Education: Bachelor's degree
