Telecom Joint Use Permitting Specialist

Under the general direction of the Design Supervisor, the Telecommunications Joint Use Permit Specialist manages the end-to-end permitting process and inspections in support of aerial, buried, and underground telecommunications projects as they relate to CSU Electric facilities and easements. This role supports Outside Plant (OSP) fiber builds by collaborating with the Information Technology (IT) and electric SCADA teams as a subject matter expert on OSP communications infrastructure, coordinating pole loading analysis (PLA) reviews with the Electric Utility's consultant, and working with the engineering team to ensure accuracy and compliance.

1. Utilize City permitting software to review telecommunication permit submittals for completeness and to ensure they meet the Electric Utility requirements.
2. Validate routes, underground and overhead requirements, easement access constraints, and right of way (ROW) compliance utilizing GIS, Google Earth, and utility records.
3. Serve as a point of contact for joint use attaching entities, including during the design of node installations, and with the Electric Utility's PLA Consultants.
4. Perform Inspections on new and existing telecommunications attachments in the field. QA of all make ready work and existing attachments.
5. Track submissions, PLA results, make ready estimates, permit statuses, change requests, and associated workflow sequencing.
6. Coordinate with Electric Utility GIS and SCADA divisions to map City Owned Communications infrastructure for access by electric utility.
7. Review prints, pole lists, aerial and underground OSP designs and ownership discrepancies to ensure accurate identification of power versus communications poles and clean routing.
8. Responsible for inspections of existing attachments, supporting make-ready coordination, and identification of potential impact to project schedules. Ensure compliance with NESC standards, PAA, utility requirements, and joint use regulations.
9. Maintain accurate and organized documentation including revision records, pertinent correspondence, construction support, and as-built map designs; coordinate and track fees associated with the PAA as a result of make ready, maintenance, or distribution adjustment; and maintain permitting logs and other relevant project documentation.
10. Perform other duties as assigned.

Required:

• High School diploma or GED and four (4) years' related experience in communications planning or permitting; or an equivalent combination of education and experience
• Valid Texas Driver License
• Proficiency in Permitting and Notification Communication software such as NJUNS, SPANS, or equivalent
• Strong understanding of communication installation and planning processes
• Skilled in use of Microsoft Suite
• Familiarity with common make ready methods
• Familiarity with reading and comprehension of PLA reports
• Familiarity with NESC

Preferred:

• Knowledge of electric distribution utility standards and practices
• Experience with electric system design software
• Knowledge of telecommunications equipment, ability to differentiate between types of overhead and underground telecommunication infrastructure
• Prior experience working with Municipal permitting processes
• Experience with AutoCAD software
• Knowledge of electrical transmission and distribution terminology and theory of operations
• Familiarity with surveying equipment and tools
