Job description

The Department of Information Technology provides a wide variety of services to Lafayette County Departments, not including Lafayette Hospital + Clinics, to support the business needs of the county. Lafayette County operates a Microsoft Windows network, which supports approximately 250 workstations, laptops, IOS devices, and multiple servers. County Network systems also include an AS400 and numerous SQL databases. The IT Director will provide the strategic vision and necessary drive to move forward the implementation of continual modernization of Lafayette County's computer, communication, network, and security technologies which support the stable operation of the organization's on-prem and cloud-based IT infrastructure.

Supervisory Responsibilities:

  • Provide administrative oversight and direction of IT staff including training, development, and performance management.
  • Advises department heads and committees as necessary on information technology issues, assists with needs assessments and cost/benefit analysis, and recommends applicable strategies to resolve.

Essential Functions:

  • Administrates directly or oversees an enterprise level, multi-location network of fixed and mobile devices and peripherals along with active directory and office 365 authentication, email and file storage systems.
  • Prepares an annual budget, ensures monthly invoice payments, and participates in capital improvement planning.
  • Oversees the implementation of new systems, hardware, software, network infrastructure, and custom applications.
  • Develops and analyzes policies and programs to improve processes and ensure the proper use of technology resources.
  • Maintains knowledge of computer operating systems, hardware, software, programming languages, security, and open records law.
  • Leads development and implementation processes for the organization's IT systems and department.
  • Creates and effectively negotiates contracts and maintains professional relationships with outside contractors/vendors.
  • Ensures compliance with all Federal and State laws regarding information technology and data storage and security.
  • Oversees the operation of VPN communication networks between the county 911 computer aided dispatch systems and all county-wide. local law-enforcement, as well as automated notifications sent to county-wide, local fire and EMS operations.
  • Oversees the implementation of IT security policies and practices including assisting the sheriff office with Criminal Justice Information Systems (CJIS) cyber security technical controls and system security implementation.
  • Oversees and manages department risk management functions, including the safeguarding of assets by identifying and solving potential and actual security problems, defining access privileges, control structures and resources; coordinates and directs the response to cybersecurity incidents and events.
  • Directly administrates and maintains a mission-critical IBM AS/400 Power 9 server providing multi-department services.
  • Coordinates the cloud systems operations and service-desk support functions of the department including completing service tickets as needed.
  • Provides project management, direction and hands-on support during the design and implementation of systems and networks.
  • Works with cross-functional teams including many state of Wisconsin IT teams that support a variety of browser-based portals utilized by county employees.
  • Provides reports to the Board of Supervisors and the IT/GIS Committee that are related to work projects, budgeting, administrative functions, and overall department management.
  • In conjunction with IT staff, provides on-call off-hours support.
  • Other related job duties as assigned.

Requirements

  • Bachelor's degree in computer science, information systems, electrical engineering, or related field.
  • 10 years' experience working in IT operations preferred, experience in a government setting highly preferred.
  • 5 years' supervisory experience in an IT Leadership setting overseeing IT teams and projects preferred.
  • Certifications and continuing education preferred.
  • Knowledge of VoIP telephone systems and hardware. Troubleshooting and analysis experience preferred
  • Sound understanding of cybersecurity best practices, threat protection, and mitigation. Experience in a governmental environment preferred.
  • Deep, hands-on knowledge of computer networking, including the TCP/IP Stack/OSI Model, network design, troubleshooting, VLANS, DNS (internal and external), 802.1 wireless standards, ACLs, firewalls, traffic shaping, network address translation, and other network concepts and protocols; Cisco certifications and/or Meraki experience greatly desired; knowledge of structured ethernet cabling desired.
  • Knowledge of Microsoft Office 365 email, SMTP email, Teams, SharePoint, Azure and file retention policies; Intune and MDM knowledge desired.
  • Deep, hands-on knowledge of VMware (Broadcom) server virtualization, including sever deployment, server maintenance and administration; knowledge of VMware vSan, Dell and HP servers greatly desired.
  • Knowledge of server and file-share backup / recovery technologies, best practices, maintenance, and administration; IBM AS400 backup, Veeam, Synology as a SAN backup target all desired.

Physical Demands and Work Environment:

  • Lifting 50 pounds maximum with frequent lifting or carrying of objects weighing up to 25 pounds
  • Ability to move within a confined area.
  • Intermittent to prolonged sitting, standing, and walking; occasional driving.
  • Must be capable of using hands/feet for repetitive single grasping, fine manipulation, pushing and pulling of operating controls.
  • Occasional bending, twisting, squatting, climbing, reaching, grappling.
  • Communicates orally in a clear manner.
  • Frequent exposure to electrical components, open wires, and computer control boards
  • Work environment is typically an office setting.

Benefits & conditions

Pay Range: $43.43 - 45.91 per hour, based on experience; plus, longevity, if applicable Department: Lafayette County Information Technology Department Reports to: IT/GIS Committee FLSA: Exempt Hours of Work: Regular Full-time / 40 hours per week: Monday-Friday with occasional requirements to work extra time or irregular schedules including being on-call weekends, nights, and holidays. Flexibility to occasionally work remotely - high speed internet access is required to meet the needs of remote work.
