In this dynamic role, you will help build the BI platform, governed datasets, and reporting capabilities that support data-driven work across Metro, contributing significantly to Metro's digital and data evolution. The Team:
The Data Services group is on a mission to enhance the reliability and modernization of Metro's data infrastructure for both Metro employees and the community, contributing to enhancing service delivery with the help of technology, supporting everything from day-to-day database operations to enterprise analytics, data migration, and cloud platform adoption. The Data Services group is all about making sure Metro's data is reliable, accessible, and ready for what comes next.
As the Business Intelligence Developer you will:
- Refine the Shared Analytics Platform: Enhance the enterprise BI environment - so departments across Metro have a reliable, and usable foundation for analytics work.
- Own Reporting for the ERP Migration: Lead the reporting side of Metro's PeopleSoft-to-Workday transition-inventorying what exists today, running requirements intake with functional teams, and building everything beyond what our implementation partner delivers.
- Bridge Two Platforms: Connect Workday's native reporting environment with Power BI and Microsoft Fabric to create a unified analytics experience. Develop working proficiency in Workday's reporting tools while building the pipelines and semantic models that bring Workday data into the broader analytics platform.
- Support and Enable: Help analysts across Metro do better work with data-through shared standards, documentation, mentoring, and self-service capabilities that make the platform accessible. You're a resource and a partner, not a gatekeeper.
- Accelerate with AI: Use AI tools throughout your workflow-for learning unfamiliar systems, generating DAX, modeling data, writing documentation-and help the team establish AI-augmented analytics as the norm., This position is designated as "hybrid telework." You will be required to work onsite and at times have the option to work away from your assigned work location. The specific schedule and balance of onsite and telework will be discussed with the hiring manager at the time of offer. Employees must reside in Oregon or Washington to work at Metro. Requirements

Proven proficiency in Power BI or an equivalent modern BI platform-data modeling, DAX, Power Query/M, semantic layer construction, and report design-with enough depth to build a well-structured dataset from scratch and write non-trivial measures.

Track record translating business reporting needs into technical specifications-sitting with non-technical stakeholders, understanding what they actually need, and delivering analytics that are both sound and usable.

SQL proficiency sufficient to investigate data issues independently, validate reporting accuracy, and collaborate effectively with the Database Engineer on pipeline and data quality work.

Demonstrated experience using AI tools (Copilot in Power BI, Claude, and/or similar) to accelerate analytics work-not as a novelty, but as a core part of how you operate.

A platform thinker who builds for others to succeed-you care about governed datasets, shared standards, and self-service tools as much as your own dashboards, and you see your role as strengthening the whole analytics ecosystem, not claiming territory.

Experience with Workday reporting tools (Report Writer, Calculated Fields, Prism Analytics) or other enterprise HRIS/ERP reporting platforms.

Experience with cloud-based analytics platforms and services, particularly Microsoft Fabric, Azure Data Factory, or equivalent.

Experience using AI-assisted analytics tools in professional or project work to accelerate delivery and expand capability.

Experience building shared analytics platforms or supporting federated BI models across multiple teams or departments.

- Standard office environment. May need to respond to emergencies outside of normal work hours on rare occasions., The full-salary range for this position is step 1: $95,992.34 to step 7: $128,601.98. However, unless a candidate's qualifications justify, based on the Oregon Pay Equity Act requirements and Metro's internal equity review process, the appointment will likely be made between step 1: $95,992.34 to the equity range step 4: $111,111.94., Led by an elected council, this unique government gives all residents of greater Portland a voice in shaping the future and provides parks, venues, services, and tools at a regional scale.
