u2022 Bachelor's Degree in Computer Science or a similar Information Technology Field.\n \u2022 10+ years of experience leading programs with similar scope and complexity with multiple simultaneous projects.\n \u2022 10+ years of hands-on experience with at least 3 or more of the following: Oracle, SQL Server, .NET, JAVA, engineered systems, cloud technologies, data integration, automated testing and deployments, and DevSecOps experience (preferably the Department of State).\n \u2022 6+ years of experience supervising technical teams with 4 or more members.\n \u2022 Demonstrated experience migrating mission-critical on-premises workloads to Oracle Cloud Infrastructure (OCI) or Azure.\n \u2022 Demonstrated successful experience in architecting and executing the migration of mission-critical, multi-terabyte Oracle RAC/Exadata workloads from on-premises data centers specifically to OCI or a hybrid-cloud environment.\n \u2022 Mastery of Oracle Real Application Clusters (RAC), Data Guard, and Exadata Engineered Systems.\n \u2022 Proven experience designing and troubleshooting complex Oracle GoldenGate replication flows for inter-agency data sharing.\n \u2022 Industry-recognized technical and/or business certifications, such as Oracle Certified Master, IBM Certified Solution Developer, or Oracle Certified Professional\n \u2022 Excellent leadership, communication, and stakeholder engagement skills.\n \u2022 Top Secret preferred\n \n \nPreferred:\n \u2022 Experience supporting the Department of State.\n \u2022 Experience leading database engineering teams within a Scaled Agile Framework (SAFe) environment, with a proven ability to integrate database changes into modern CI/CD pipelines (DevSecOps).\n \u2022 Experience designing and implementing predictive monitoring solutions (using tools like Splunk, Elastic, or Oracle Enterprise Manager analytics) that detect performance anomalies and trigger preemptive corrective actions.\n \u2022 Understanding of NIST SP 800-53 and Zero Trust Architecture principles, with a proven track record of steering complex, federal High Value Assets (HVAs) through the Risk Management Framework (RMF) process to successfully achieve and maintain an ATO.\n
