Job description
This is a senior systems analyst position that will support the analysis, transition, and implementation of new and existing systems and solutions to meet changing business needs. This experienced systems analyst will be implementing, maintaining, and supporting mission-critical IT systems for the Texas Department of Information Resources.
Performs highly advanced (senior-level) computer systems analysis work. Works under minimal supervision, exercising extensive latitude for the use of initiative and independent judgment. The ideal candidate will collaborate with internal and external stakeholders to implement IT solutions throughout the entire software lifecycle process.
- Provides continuity and domain expertise including but not limited to procurement-related systems, which are foundational to key business operations.
- Bridges the gap between business users and development teams, ensuring requirements are accurately captured, translated, and implemented.
- Supports system configuration, testing, and troubleshooting, reducing development delays and improving user experience.
- Enables long-term platform adoption, helping define scalable processes and standards.
- Meets and coordinates with internal and external stakeholders to establish project scope, system goals, and technical requirements.
- Defines and coordinates the execution of testing procedures and develop test cases to serve the overall quality assurance process.
- Examines and evaluates current systems.
- Performs other work-related duties as assigned.
Requirements
- Graduation from a four-year college or university with major coursework in Management Information Systems or related field.
- Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required).
Experience and Training Required
- Seven (7) years of experience working with information technologies, databases and system analysis
- Seven (7) years of experience developing and executing test plans, coordinating QAT sessions, and tracking defects through resolution.
Experience and Training Preferred
- Two (2) years of experience supporting, configuring, or analyzing Appian GAM solutions.
Knowledge, Skills, and Abilities
- Knowledge of the limitations and capabilities of computer systems, the techniques used in the design of non-automated systems, information technology equipment, applicable programming languages, computer hardware and software, computer operating systems, writing program code, and automated mapping.
- Knowledge of systems analysis principles, methodologies, and best practices for complex, enterprise-level applications
- Knowledge of the software development lifecycle (SDLC), including requirements analysis, design, development, testing, implementation, and maintenance
- Knowledge of business process analysis, workflow modeling, and system integration concepts
- Knowledge of database concepts, data modeling, data validation, and data integrity practices
- Knowledge of application architecture, including web-based, client-server, and cloud-based systems
- Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems.
- Skill in drafting technical documents, drafting requirements, and documenting design and test plans.
- Ability to assess business needs and translate them into relevant solutions
- Ability to analyze systems and procedures, to write and revise standards and procedures, and to communicate effectively.
- Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers.
- Ability to understand, follow and convey brief oral and/or written instructions.
- Ability to communicate both verbally and in writing, in a clear and concise manner.

Computer Skills
- Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., word processing, spreadsheets (Microsoft Office preferred).
