Job description

We have an exciting opportunity for you to join our Business Solutions team within the Technology & Information Services (TIS) department as a Lead Systems Analyst with expertise in business applications. The Business Solutions team helps manage a portfolio of over 170 applications across all city functions and departments. This opportunity is for someone who has in-depth experience working with large-scale enterprise business applications such as ERP (Enterprise Resource Planning), EAM (Enterprise Asset Management), HR systems (HRIS/HCM), and Permitting systems.

In addition to hands-on technical work, you will provide leadership to the team through your technical credibility and collaborative approach. This includes coordinating work and balancing capacity across the team and contributing to the technology roadmap by proactively identifying opportunities to evolve and strengthen the systems your partners depend on. You will offer mentorship and technical guidance, troubleshoot complex issues, and work closely with our business partners and project managers on new application implementations and system enhancements. You will also contribute to recruiting, onboarding, and developing technical talent while fostering a high-performing team environment.

As a Lead Systems Analyst you will optimize business applications to meet departmental needs while enhancing system functionality, usability, and performance. You will provide daily support to application users and act as a liaison between the business and IT, ensuring technology solutions align with operational goals. You will be expected to communicate proactively with stakeholders, keeping them informed on progress, timelines, and any issues that arise. Success in this position requires a strong blend of backend technical expertise and exceptional customer engagement skills to build trusted partnerships and deliver meaningful, user-centered solutions., + Build and maintain trusted partnerships with business stakeholders through proactive communication, regular status updates, and early escalation of risks or changes.

  • Foster a team culture of accountability, ownership, and professional communication where team members feel supported in raising issues, giving authentic feedback, and growing in their roles.
  • Play a key role in recruiting, onboarding, and mentoring technical personnel to build a high-performing team with strong bench strength.
  • Contribute to the technology roadmap by proactively evaluating systems and identifying opportunities to improve, consolidate, or modernize the platforms your partners depend on.
  • Establish team goals aligned with organizational strategy and manage capacity planning to ensure work is distributed effectively across the team.
  • Provide technical guidance on complex issues and oversee application updates, patches, and system modifications to ensure stability and performance.

As a Systems Analyst:

  • Collaborate with stakeholders to understand business needs and translate them into functional and technical requirements, focusing on the underlying problem before moving to solutions.
  • Analyze, design, implement, and maintain vendor and in-house developed business applications, including ERP systems.
  • Develop training materials, documentation, and deliver end-user training.
  • Customize and administer enterprise systems using built-in tools and integrate business applications using data mapping techniques and various technologies.
  • Design and maintain databases, reports, and dashboards, and optimize system performance through troubleshooting and root cause analysis.
  • Define and document technical standards, procedures, and best practices.
  • Stay current on emerging technologies and make recommendations to improve business systems.
  • Manage vendor relationships, maintenance agreements, warranties, and escalations.
  • Lead and support projects using established project management practices.

Requirements

  • High school diploma or equivalent; Bachelor's degree in computer information systems, business or related field preferred;
  • 5 years experience in analyzing, designing, developing, procuring, testing and maintaining information systems
  • 2 years of experience leading technical teams or workgroups in a non-supervisory capacity, including mentoring, coordinating work, and driving outcomes through influence preferred
  • 2 years project management experience
  • Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities., + High School or GED
  • Associate degree
  • Bachelor's degree
  • Master's degree or higher
