Job description
We are seeking a detail-oriented Chief System Analyst to support payroll operations, reporting, and systems integration. This role is responsible for developing data-driven solutions, ensuring payroll accuracy, and supporting union payroll calculations, audits, and compliance processes., Under general direction, is responsible for major sections of systems development, analysis and definition, systems and program specifications, and documentation of programs and systems. Designs, develops, implements and maintains application software which supports complex business applications. Participates in the design of new computer systems, modification of existing systems, feasability studies, analysis of business issues. Works with Technical Services (DBAs, Networking, Hardware Support), customers, and user groups. Defines system support needs and develops system requirements. Participates in the design and architecture of complex systems with database application and web components. Prepares training manuals related to information systems. Supervises staff analyst. Performs other job-related duties as required., + Develop, test, and maintain custom SQL queries to extract, analyze, and validate payroll and timekeeping data
- Utilize Microsoft Access to manage and maintain critical reporting files, including Child Support, OPERS New Hires, and Annual Census reporting
- Manage and process monthly and annual census data for reporting and compliance requirements
- Configure and troubleshoot Kronos timekeeping systems, including clock setup and related issues
- Create and manage automated reports to track and audit daily employee hours
- Analyze payroll data for union employees, applying contractual wage increases and adjustments over specified time periods
- Calculate retroactive pay by pay period and generate turnaround documentation for divisional timekeeper review and approval
- Design and implement data import processes within payroll systems to automate updates (e.g., employee banking information)
- Utilize payroll and workforce management systems such as ADP, Kronos, and Workday to process, audit, and report payroll data
- Process and import turnaround documents accurately and in a timely manner
- Develop and maintain spreadsheets to track employee earnings and employer-related costs, including grant-funded allocations
- Administer and process vacation buyouts in accordance with organizational policies and union agreements
Requirements
Bachelor's Degree in Computer Science, Mathematics, Physical Sciences, Engineering or closely related field from an accredited four (4) year college or university required. Five (5) years of full-time paid experience in information processing, at least three (3) of which must include systems analysis in addition to programming, required. Must have a knowledge of information processing including systems analysis and programming techniques. Certification in Novell and NT is preferred. In addition, one (1) year of supervisory experience required. (Substitution: Two (2) years of any equivalent combination of education, training and experience may be substituted for each year of college education lacking.) Must have excellent written and verbal communication skills. Valid State of Ohio Driver's License required., + Bachelor's degree in Accounting, Finance, Information Systems, or a related field (or equivalent experience)
- Experience in payroll processing, payroll systems, or financial data analysis - 5 years or more
- Strong proficiency in SQL and data analysis
- Hands-on experience with payroll systems such as ADP, Kronos, and/or Workday
- Advanced Excel skills, including data analysis, reporting, and spreadsheet modeling
- Knowledge of union payroll processes and retroactive pay calculations preferred
- Strong attention to detail with a high level of accuracy
- Excellent organizational and problem-solving skills

- Ability to manage multiple deadlines in a fast-paced environment
- Strong communication skills to collaborate with payroll teams and timekeepers
Benefits & conditions
- Monday through Friday 8:00 a.m. to 5:00 p.m. with the flexibility to work evening and weekend hours as required and on short notice
