Job description
This position is an IT Application Developer position that is located on the N-FOCUS application development team. This person will enhance and maintain COBOL/DB2 computer applications. N-FOCUS (Nebraska Family Online Client User System) is an integrated system that automates benefit/service delivery and case management for more than 30 Nebraska Department of Health and Human Services (DHHS) programs, including Child Welfare, Aid to Dependent Children, Supplemental Nutrition Assistance Program, and Medicaid.
This position is listed statewide, as we may consider placement in other DHHS office locations across Nebraska for the right candidate; however, the Nebraska State Office Building in Lincoln is highly preferred.

Examples of Work
Under direct supervision, this Applications Developer will:
- Assist senior developers while consulting with clients on COBOL development projects.
- Use application development tools and utilities and appropriate. Write, debug, test, and document programs in COBOL.
- Perform the functional and technical design and implementation in a large-scale IT environment including consideration of existing automated systems with considerable supervision.
- Software development activities; including requirements gathering, analysis, functional and technical design, construction and testing, implementation, and production support.
- Work closely with business analysts, other technical analysts, managers, and business sponsors.
Requirements
Minimum Qualifications: Experience, education, or training in coding computer applications.
Preferred Qualifications: Experience working on small to medium sized projects. Associates degree or equivalent experience. Experience using COBOL, JCL, and DB2.
Other: No hybrid/remote work. This is a full-time/permanent on-site role in Nebraska. Not eligible to be a contracted position.

Candidates must be service oriented, have strong interpersonal and analytical skills that include working directly with various levels of business and technical staff to determine sound technical solutions for business requirements. Candidate must have strong technical, organization, planning, problem-solving, and decision-making skills.
