Job description

The Planning & GIS Specialist, under moderate supervision, performs complex work with limited decision-making discretion creating, conducting, and revising planning studies that include land-use growth trends, development impact studies, and regional land-use growth scenarios. The Planning & GIS Specialist ensures district databases contain accurate information related to GIS analysis, data security, and data integrity. Employee performs district-level work to carry-out Board of Education policies under direction of the Capital Development and Real Estate Officer., * Adhere to all state, federal, and local laws, policies, and procedures

  • Lead administration of historic and current GIS data and applications including the implementation of ArcGIS Enterprise
  • Participate in a variety of planning-related projects and activities including engaging with intergovernmental processes and generating maps
  • Collaborate to develop plans in several areas with a specific focus on understanding land-use changes and capital project planning
  • Provide technical support for short-term space planning and programming of academic and non-academic facilities
  • Provide data analytics for and participate in the development of the Capital Needs Assessment and Capital Improvement Plan
  • Assist in space planning & programming activities to ensure accurate district and facility-level real estate information
  • Perform independent planning studies, including but not limited to market analysis, demographic studies, and site analysis
  • Coordinate facility planning meetings with internal and external stakeholders
  • Assess immediate, intermediate, and long-term facility impacts and ensure consistent, quality internal datasets
  • Serve as the primary representative for Joint Use Task Force, CRTPO, and other land-use planning activities as well as a liaison to the city, towns, and Mecklenburg County governments
  • Provide impact memos of proposed zoning changes and rezoning petitions to City of Charlotte Planning Department, and other municipal planning departments
  • Respond to data requests from The Charlotte-Mecklenburg Board of Education and executive leadership
  • Support continuous improvement efforts
  • Perform related work as assigned or required

  • Thorough knowledge of county and school board policies, procedures, and standards regarding school systems
  • Knowledge of principles and practices related to planning, demographic analysis (using GIS and other strategic organization planning), and the dynamics of community participation planning
  • Skilled in ESRI ArcMap, ArcGIS, and other advanced database/spreadsheet/statistics/ tools for reporting and data/map requests
  • Ability to use Geographic Information Systems (GIS) mapping, demographic, spatial, and statistical analyses
  • Ability to maintain professional and emotional control under stress
  • Ability to learn and use specialized tools, equipment or software related to business needs
  • Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
  • Ability to communicate effectively
  • Ability to reason, make judgments, and maintain effective working relationships
  • Ability to employ positive communication skills in all settings/mediums

  • Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment, * Bachelor's degree in urban planning, public administration, or related field required
  • Minimum of three (3) years' experience in public planning utilizing GIS/mapping software required
  • GIS or planning certifications preferred
  • Equivalent combination of education and experience

Special Requirements

  • Possess and maintain a valid driver's license or ability to provide own transportation
  • Travel to school district buildings and professional meetings
