If this sounds like an environment where you can thrive, keep reading!, The Digital Modernization Sector at Leidos currently has an opening for an Air Force IT Program Manager to join our Air Force Enterprise IT as a Service (EITaaS) Base Infrastructure Modernization (BIM) program for Task Order 7 (TO7), covering the Air Force District of Washington (AFDW) bases. As the PM, you will interface extensively with the Leidos team leads and Customer counterparts. A primary role of the PM will be to oversee all aspects of program execution, deliver results, meet commitments, achieve mission success for the customer. This position is responsible for providing expertise and guidance for business operations, ensuring the program stays within budget and on schedule. The PM will support deployment of modernized IT capabilities and be responsible for overseeing the transformation of Leidos modernized enterprise solutions into base operations. Customer stakeholders to be managed by the PM include the Government Program Office (PMO), the AFDW Major Command (MAJCOM) leadership, and each of the AFDW Base Communication Squadron leadership. Qualified candidates will have a strong technical background sufficient to understand the Government's requirements and work closely with the Government and Leidos leadership to facilitate effective planning and accomplishment of mission objectives in a timely manner. In addition to developing solutions, you will help the Government customer understand the value and benefits of the Leidos solution, explain technical capabilities, features and transformation strategies, and engage in proof of concepts.

Primary Responsibilities:

  • Deliver consistent performance to meet or exceed all contractual requirements.
  • Support managing the program's cost, ensuring proper staffing to execute the project and operate within the budget, and identifying and executing actions needed to mitigate any cost drivers.
  • Support financial performance (revenue, operating income, margin) against the Annual Operating Plan, focusing on maximizing profitability.
  • Work with the Portfolio Manager and Division Manager to coordinate, document, and communicate strategic and tactical priorities.
  • Build and maintain a trusted advisor relationship with Customers while developing a deep understanding of their priorities.
  • Comply with Customer and Government processes and ensure commitments are tracked in our forecasts.
  • Work collaboratively with Business Development and other marketing/capture support personnel to enable growth on the contract.
  • Manage the team to develop innovative solutions and pursue new and on-contract growth opportunities based on program and Customer priorities.
  • Manage work authorizations, approve timecards, and track charging time against the plan.
  • Manage the growth, performance, and professional development of staff.
  • Identify risks, resolve problems, and verify the effectiveness of corrective actions.
  • Manage Subcontractor relationships and oversee staff augmentation.
  • Track funding of Subcontracts and approve Subcontractor's invoices/timesheets.

  • Lead a team of Leidos employees and Subcontractors. Responsible for defining the team's direction and ensuring that individual and team goals align with the organization and customer mission.

  • Foster an environment of employee growth and development, promoting continuous learning and provide opportunities for skill enhancement.
  • Responsible for team staffing activities, as well as addressing performance concerns, resolving disputes or disagreements within the team.

Requirements

  • Requires a BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience. Generally has 7+ years of experience supervising or leading teams or projects.
  • Demonstrate aptitude in cost, schedule and performance management
  • Program Management experience of similar size/scope (~40M per year)
  • Extensive experience managing multiple Subcontractors on a large program
  • Must have strong problem-solving, analytical, communication and people skills
  • Demonstrate poise and ability to act calmly and competently in high-pressure, high-stress situations.
  • Must possess a PMP certification

Preferred Experience :

  • Demonstrated experience with an Air Force or Space Force Customer, and/or prior military experience
  • Prior managerial roles successfully performing on a large Firm Fixed Price (FFP) IT services contract.
  • Experience managing information systems and network operations programs

Clearance Required:

  • Must be a US Citizen and have an active Secret security clearance.
