Job description
The Development Lead will play a critical role in the Part VII Legal Entity Change program. The role is responsible for leading full stack technical analysis, refining requirements, estimating delivery effort, identifying risks (including legacy code vulnerabilities), and providing clear, auditable technical direction aligned to regulatory expectations. This is a hands on technical leadership role requiring strong Angular-led full stack capability, sound engineering judgement, and proven experience operating in highly regulated change programmes. Reporting to Project Manager and IT Lead, Technical Assessment & Design
- Lead the end to end technical assessment across 16 entities impacted by the Part VII legal entity transfer.
- Review existing application architectures, integrations, and environments to determine change impact.
- Assess and document legacy code vulnerabilities, technical debt, security risks, and scalability concerns.
- Ensure alignment with target-state architecture, enterprise standards, and non functional requirements (performance, resilience, security).
Requirements Refinement & Estimation
- Collaborate with Business Analysts, Architects, and Programme stakeholders to refine functional and technical requirements.
- Release planning and deployment support, for both earlier and during year end, followed by warranty support for appropriate time.
- Produce effort estimates, dependency assessments, and delivery assumptions at application and entity level.
- Identify required skillsets, resourcing profiles, and delivery sequencing to support programme planning.
- Contribute to indicative delivery timelines and phased migration or remediation approaches.
Development Leadership
- Act as Technical/Development Lead for full stack delivery teams.
- Provide technical direction and design guidance for:
- Front end (Angular)
- Backend/services (Python)
- Integration and data flows
- Ensure adherence to coding standards, secure development practices, and SDLC controls.
Governance & Assurance
- Support regulatory grade documentation for Part VII assurance, audit, and sign off.
- Participate in design reviews, technical governance forums, and risk assessments.
- Ensure solutions meet operational resilience, security, and regulatory compliance expectations.
- Engage with testing teams to define appropriate test coverage, including regression and non functional testing.
Stakeholder Collaboration
- Act as a key technical point of contact for Project Manager, client IT Lead and Third Party vendors.
- Communicate complex technical findings clearly to non technical and senior stakeholders.
- Support decision making by presenting options, risks, and recommendations.
Requirements
- Core Technical Skills
- Angular (Primary) strong experience designing and leading front end solutions.
- Python backend/service development and integration.
- Git source control, branching strategies, and CI/CD alignment.
- Full stack development experience across UI, API, and integration layers.
- Leadership & Delivery Experience
- Proven experience as a Development Lead / Technical Lead in complex change programmes.
- Strong capability to lead and mentor developers across multiple teams and workstreams.
- Experience working in large-scale, multi entity or multi application environments.
- Ability to assess and remediate legacy systems pragmatically.
- Regulatory / Domain Experience (Highly Desirable)
- Experience in insurance, financial services, or regulated environments.
- Understanding of secure development practices, auditability, and regulatory assurance.
