Position Summary
Campus Technology Service s, a division of the Office of Information Technology (OIT), is dedicated to delivering front-line technology support services to enhance the university's mission and goals related to research, teaching and learning, and scholarship. This service is provided through individual consultation and communication with faculty, staff, and students.
We are seeking a Systems Integration Specialist to serve as the primary technical expert supporting Rice University's Department of Public Safety. This role manages the end-to-end lifecycle of law enforcement technology--from dispatch consoles and mobile data terminals (MDTs) to surveillance infrastructure and body-worn cameras--ensuring seamless integration into public safety operations and 24/7 mission-critical reliability., This role is classified as an Essential On-Campus Position, requiring on-site presence to effectively carry out its vital functions. During emergencies or crises, the employee is required to report to campus as directed to ensure continuity of critical operations and must remain accessible to leadership to fulfill responsibilities necessary for maintaining institutional functions., * Installs, configures, and maintains high-availability (24/7) middle-tier software servers using industry best practices; oversees all backups, monitoring, and system administration functions
- Executes comprehensive preventive system maintenance, including the rigorous review and installation of security patches and software upgrades to ensure peak system performance
- Troubleshoots hardware and software failures, including servers, storage arrays, edge devices, and operating systems, to maintain continuous public safety operations
- Leads the design, installation, and 24/7 maintenance of the campus-wide VMS; serves as the subject matter expert for camera selection, placement, and networking to ensure optimal high-definition coverage and retrieval
- Collaborates with Network, Infrastructure, and vendor partners to secure dedicated bandwidth and storage for high-definition video archives
- Collaborates with Telecommunications partners to ensure reliable dial-out functionality to RUPD Dispatch via VoIP or analog gateways and coordinates with partners to troubleshoot line faults and network outages
- Oversees the deployment, data offloading, and evidentiary integrity of body-worn cameras and fleet/in-car video systems
- Manages the integration and functionality of Computer-Aided Dispatch (CAD) and Records Management Systems (RMS)
- Manages the integration between access control systems (ID badges, key lockboxes), the video environment, and specialized hardware such as dispatch radio consoles and in-car computer/camera systems
- Serves as the primary administrator for the campus ALPR system, managing camera hardware health (solar/power), software permissions, and "Hot List" alert optimizations (NCIC, stolen vehicles)
- Ensures strict CJIS (Criminal Justice Information Services) compliance across all platforms; manages transparency portals and MOU data-sharing agreements with municipal partners
- Prepares and maintains comprehensive systems documentation and conducts regular testing of disaster recovery plans and procedures
- Oversees the installation, programming, and maintenance of all campus Emergency Blue Light Phones (EBLPs), including pedestal, wall-mount, and elevator configurations
- Assists in overseeing the operational status of strobe lights and faceplate LEDs, ensuring all units meet regulatory standards
- Performs all other duties as assigned to support the evolving needs of the department
Requirements
The ideal candidate has a comprehensive background in IT competencies, including systems architecture and engineering, video management systems (VMS), IT compliance, and end-user support; possesses a proven ability to lead complex integrations; has a deep commitment to the mission of law enforcement; and operates with a proactive, service-oriented approach to ensure the safety and security of the Rice University community., * Bachelor's degree
- In lieu of the education requirement, additional related experience above and beyond what is required, on an equivalent year-for-year basis, may be substituted
- 5+ years of experience in a systems integration, systems administrator, or similar role, * Managing workstations and servers running Windows operating systems
- Good analytical, collaborative, creative, problem-solving, research, and verbal and written communication skills
- Proven ability to set goals, prioritize work assignments, and perform tasks independently, as well as solve problems in a timely manner and communicate resolutions to others
- Proven ability to create, organize, and maintain process documentation and procedures for use by technical staff and non-technical users
- Ability to handle stressful situations and meet required deadlines
- Ability to train others and work collaboratively within a team
- Proficiency in networking and security protocols

- Experience with CCTV and access control systems

Benefits & conditions
This is a full-time, benefits-eligible position, and the offered salary will be $84,000- $102,000, commensurate with experience and qualifications . Exempt (salaried) positions under FLSA are not eligible for overtime.
