Job description
The On-Road Model Development Section (ORMDS) is recruiting for an Air Resources Engineer in the Mobile Source Analysis Branch (MSAB) of the Air Quality Planning and Science Division (AQPSD). This section is responsible for the development and refinement of the EMFAC on-road emissions inventory model. The EMFAC model supports air quality planning, transportation planning, photochemical modeling, and project level assessment. This section also plays a key role in development of on-road heavy-duty mobile source regulations by providing technical support to regulatory divisions within CARB.
Under the direction of the Section Manager, the incumbent will develop and utilize techniques to process, synthesize, and make sense of the increasing amounts of highly detailed data (e.g., portable emissions measurement system or PEMS, telematics) on mobile source emissions and activity. The incumbent will implement updates to input data, model formulations, and techniques into the EMFAC code using Python and MySQL. Through participation in various workgroups and potential team leadership opportunities, the incumbent will stay abreast of the state-of-the science in existing, new, or evolving data collection and data integration techniques related to on-road emission models and emissions modeling techniques (e.g. U.S. EPA’s MOVES model). They will also provide review of technical reports, memoranda, and other documents intended for management or outside stakeholders.
In addition to technical data analysis and model development, staff are routinely asked to review the work of others, and to communicate with a wide variety of internal and external clients. We expect applicants to have an ability to communicate effectively on a technical and policy level, both verbally and in writing, with a wide variety of stakeholders including other CARB divisions, government agencies, policymakers, industry, environmental organizations, and the public.
CARB offers various modern interview options including remote phone and video interviews., The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
The most competitive candidates will have the ability to lead strong technical teams, think creatively beyond CARB’s traditional data analytics practices, and collaborate across CARB and with agencies at all levels of government. Successful candidates will also need to demonstrate excellent oral and written communication skills, understand, and successfully negotiate solutions to sensitive issues with tact and diplomacy, think strategically and speak articulately, be comfortable with a flexible management structure based on project teams, and readily adapt to changing priorities. Technical knowledge or experience in working with complex datasets, statistical analysis, mobile source emissions inventory methods and models, emissions testing, and other advanced monitoring techniques is also highly desirable. Policy, regulatory development, enforcement, and computer programming proficiency (such as in Python, MySQL and Linux) are also desirable. Benefits & conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency’s discretion and is based on the California Air Resources Board’s (CARB) current telework policy.
