Job description
Responsible for managing CROCS program funding and financial planning across the Air Force PPBE cycle, including development, defense, and integration of POM inputs from programming guidance through budget formulation. Oversees funding execution activities such as MIPRs, obligations, expenditures, and reprogramming actions to ensure compliance with OSD and Air Force benchmarks. Coordinates budget integration efforts with Air Staff, SAF/FM, and MAJCOM stakeholders to align resource requirements and allocation decisions. Represents CROCS requirements during OSD CAPE deliberations by providing cost estimates, program evaluations, and analytical support. Maintains financial oversight through execution reporting, internal controls, and audit-ready documentation., The CROCS POM & Budget Integration Officer will plan, program, and execute resources for the Cyber Resiliency Office for Control Systems (CROCS) across the Department of the Air Force Planning, Programming, Budgeting, and Execution (PPBE) cycle. Prior Department of Defense experience is required. The officer must arrive fluent in how the DoW moves money, including appropriations and colors of money, fiscal law, obligation and expenditure benchmarks, MIPRs, and reprogramming actions. The officer will build and defend CROCS POM inputs, integrate program requirements into Air Staff and SAF/FM submissions, coordinate with OSD Cost Assessment and Program Evaluation (CAPE), and track funds execution to ensure resources are aligned, obligated, and defensible.
Requirements
Must be a US Citizen who currently possesses a Secret Clearance or an Interim Secret Clearance. This is a hybrid position., * Prior DoW Experience: 8+ years within DoW financial management, budget, or program resourcing organizations (non-DoW candidates will not be considered)
- Bachelor’s degree is required!
- DoW PPBE/POM Expertise: 8+ years directly supporting Planning, Programming, Budgeting, and Execution cycles
- DoW Funds Flow & Execution: 5+ years hands-on with appropriations, colors of money, fiscal law, MIPRs, reprogramming actions, and obligation/expenditure benchmarks
- Air Force Budget Formulation & Execution: 5+ years with Program Element budgets, POM builds, and DoW FM processes
- OSD CAPE Cost Analysis & Program Evaluation: 3+ years providing cost estimates, program evaluations, and analytic support for resource decisions
- Budget Decision Brief Development: 3+ years preparing funding and resource briefs for Flag Officers and SES
Desired Skills:
- Certified Defense Financial Manager (CDFM) or DoW FM Certification Level 2/3: current credential preferred
- Financial Data Systems (DEAMS, CRIS, PRISM, SAP-FSC): 3+ years hands-on use
- Pentagon/Air Staff Experience: 2+ years operating within HAF, SAF, OSD, or DoW staff environments
- Master’s Degree in Finance, Public Administration, Business Administration, or related field: 3+ years post-graduate analytic experience
- Audit Readiness & Performance-Based Allocation: 2+ years implementing transparent financial controls and metrics
- Financial Process Improvement: 3+ years streamlining budget formulation, execution tracking, or reporting workflows
