Job description

United States, D.C., Washington 1300 Pennsylvania Avenue (Show on map) Aug 05, 2026 MTSI is seeking a Planning, Programming, Budgeting, and Execution Subject Matter Expert (PPB&E SME) with an active TS/SCI clearance to provide expert-level support for Department-wide resource allocation, budget formulation, budget execution, and financial management activities. The successful candidate will possess extensive knowledge of senior-level PPB&E processes, decision-making forums, documentation requirements, and budget-cycle activities. This individual will analyze complex programmatic and financial information, develop executive-level decision materials, monitor budget execution, and produce documentation suitable for presentation to Cost Assessment and Program Evaluation (CAPE), congressional committees, and senior Department officials. Key Responsibilities

  • Provide subject matter expertise on Department-level PPB&E policies, processes, timelines, governance, and documentation
  • Support the development, review, coordination, and analysis of:
  • Program Decision Memoranda (PDMs)
  • President’s Budget Requests (PBRs)
  • Issue Papers and Deep Dives
  • Congressional budget exhibits and justification materials
  • Program Objective Memorandum (POM) roll-out activities
  • Omnibus reprogramming actions
  • Other programming, budgeting, and execution products
  • Analyze program requirements, funding profiles, budget adjustments, and resource-allocation alternatives
  • Develop clear, accurate, and defensible recommendations for senior-leader decision-making
  • Monitor obligations, expenditures, commitments, and execution performance across multiple appropriations, including Research, Development, Test, and Evaluation (RDT&E); Operations and Maintenance (O&M); and other applicable funding categories
  • Identify funding shortfalls, execution risks, schedule concerns, and potential realignment or reprogramming requirements
  • Reconcile programmatic requirements with available resources, execution data, and Department priorities
  • Prepare executive summaries, briefings, issue papers, decision memoranda, data calls, budget exhibits, and other senior-level financial and programmatic documentation
  • Ensure analyses and supporting materials are accurate, traceable, internally consistent, and compliant with applicable policies and congressional requirements
  • Coordinate with program offices, comptroller organizations, requirements staffs, acquisition organizations, CAPE, and other internal and external stakeholders
  • Respond to requests for information and support engagements with congressional committees, senior Department officials, and other oversight organizations
  • Translate complex budget and program information into concise, decision-ready products for technical and nontechnical audiences

Requirements

  • 15+ years of demonstrated experience supporting Department-level PPB&E activities
  • Expert knowledge of PPB&E processes, products, decision points, and annual budget-cycle timelines
  • Experience developing or reviewing PDMs, PBR materials, issue papers, deep dives, congressional budget exhibits, POM roll-out materials, and reprogramming documentation
  • Experience monitoring and analyzing obligations and expenditures across multiple appropriation types
  • Demonstrated ability to evaluate financial execution, identify variances and risks, and recommend corrective actions
  • Experience preparing materials for CAPE, congressional committees, senior executives, or comparable oversight and decision-making bodies
  • Strong analytical, financial-management, technical-writing, briefing, and stakeholder-coordination skills
  • Ability to synthesize large volumes of complex information into concise, accurate, and actionable recommendations
  • Ability to operate effectively in a fast-paced environment while managing competing deadlines and sensitive assignments

Desired Skills:

  • Experience supporting major acquisition programs, capability portfolios, or enterprise-level resource-allocation activities
  • Familiarity with appropriations law, fiscal controls, reprogramming thresholds, and congressional notification requirements
  • Experience using Department financial-management, programming, budgeting, or execution-reporting systems
  • Experience briefing senior executives, general or flag officers, Senior Executive Service personnel, or congressional staff
  • Advanced proficiency with Microsoft Excel, PowerPoint, and other analytical and executive-briefing tools

Educational Requirements:

  • BS Degree in a related discipline.
  • Masters Degree in a related field Desired.

paid time off, 401(k), The pay range for this position is $180,000/year to $230,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
