Job description

The Technical Lead / Solution Architect serves as the primary application technical subject matter expert (SME) for the client’s ecosystem. This role establishes future-state architectures, conducts system assessments, and designs implementation frameworks for cloud migration and legacy modernization.

Core Responsibilities

  • Architectural Documentation: Develop system designs, process flows, and comprehensive technical architectural documents for all enterprise platforms and custom enhancements. Maintain up-to-date documentation on current architectures, data models, and integration dependencies.
  • Modernization Assessments: Evaluate aging architectures and tech debt to develop prioritized, phased migration roadmaps for core agency systems-including the Case and Conflict Management System (CCMS), the custom .NET Arbitration management system, and the WordPress-hosted client web environment.
  • Cloud Migration Engineering: Design the target Azure architecture and migration execution plans to safely re-platform and migrate all legacy workloads currently hosted in AWS into an Azure Government cloud environment (GCC Medium), including executing the DNS and DNSSEC transitions.
  • Development Standards Enforcement: Oversee the implementation of an automated Continuous Integration / Continuous Delivery (CI/CD) pipeline that integrates static and dynamic security scanning (SAST and DAST) for all systems under development.
  • Develops and applies advanced methods, theories, and research techniques in the evaluation and development of highly complex software applications and problems. Analyzes and studies complex system requirements. Designs software tools and subsystems to support software reuse and manages their implementation.
  • Manages software development and support using formal specifications, data flow diagrams, other accepted design techniques, and CASE tools. Estimates software development costs and schedules. Reviews existing programs and makes required refinements, reducing operating time, and improving current techniques. May provide daily supervision and direction to support staff.

Requirements

  • Education: Bachelor’s Degree from an accredited university.
  • At least 8 years of experience in a technical lead role.
  • Security Clearance: Must hold or be eligible to obtain a Tier 2 (Moderate Risk) background investigation prior to onboarding.
  • On-Site Presence: Requires an on-site presence at client facilities as coordinated by the Government and specified in individual BPA Calls.
  • Technical Stack Expertise: Demonstrated personal or corporate experience including a minimum of five years developing in cloud environments. Mastery across the client stack is required: Microsoft 365 (SharePoint Online, Teams), Power Platform (Power Apps, Power Automate, Power Pages, Power BI, Dataverse), Microsoft Dynamics, custom .NET/C#, SQL Server, PostgreSQL, React, Angular, Python, Java, and Node.js.

Security & Clearance Requirements

  • Background Investigation: Must hold or be eligible to obtain a Tier 2 (Moderate Risk Public Trust) background investigation clearance prior to onboarding.
  • Credential Control: Responsible for ensuring the team maintains absolute protection of all client information and strictly safeguards all government-issued access credentials (PIV cards, facility badges).
