Change Manager (Digital Modernization)

• We are seeking an experienced Digital Modernization Program Consultant to lead strategic planning and modernization initiatives for a government human services program. The ideal candidate will have a proven background in digital transformation, technology modernization, procurement strategy, and executive stakeholder management. Experience supporting Government/Human Services and Child Care clients is highly preferred., Strategic Planning & Modernization Leadership
• Develop and maintain enterprise modernization roadmaps and implementation strategies.
• Assess current business processes, technology landscape, organizational readiness, and modernization opportunities.
• Identify project risks, dependencies, and executive decision points.
• Recommend phased implementation approaches covering procurement, technology, organizational change management, and business transformation.

Procurement & Vendor Management

• Lead procurement planning and strategy development.
• Prepare and coordinate RFIs, RFPs, SOWs, and other procurement documentation.
• Evaluate vendor proposals and support contract negotiations.
• Advise executive leadership on vendor selection, governance, and contracting strategies.
• Define vendor performance expectations and accountability measures.

Stakeholder Coordination & Governance

• Coordinate cross-functional teams including business, technology, finance, procurement, and policy stakeholders.
• Facilitate executive meetings and strategic decision-making.
• Develop governance models, reporting frameworks, and escalation processes.
• Prepare executive presentations, status reports, and strategic recommendations.

Program Development & Readiness

• Identify staffing and contractor resource requirements.
• Develop project charters, work plans, risk registers, issue logs, and implementation frameworks.
• Support business requirements gathering and process improvement initiatives.
• Establish readiness plans to transition projects from planning into implementation.

Candidates must have experience leading Digital Modernization initiatives within Government/Human Services environments, preferably supporting Child Care programs., * Significant experience leading large-scale Digital Modernization or Digital Transformation initiatives.

• Proven experience with complex government technology procurements.
• Strong background in vendor evaluation, contract negotiation, and multi-vendor environments.
• Experience with project management, organizational change management, and enterprise systems implementation.
• Ability to facilitate executive-level stakeholder engagement and strategic decision-making.
• Excellent written, verbal, and presentation communication skills., * Experience supporting Government/Human Services, Child Care, Public Assistance, Eligibility, Licensing, or Grants Management programs.
• Experience modernizing legacy government systems.
• Knowledge of cloud platforms, Agile methodologies, and modular procurement strategies.
• Experience establishing governance frameworks for enterprise modernization programs.

Required Experience

• Digital Modernization projects within Government/Human Services organizations.
• Experience supporting Child Care clients/programs is strongly preferred.
• Technology modernization, procurement, and executive stakeholder management experience., * digital modernization management: 5 years (Required)
• public sector human services delivery: 5 years (Required)
• government RFP development: 3 years (Required)

Duration: 12 Months Schedule: Monday-Friday (Regular Business Hours)
