nASC Program Construction Manager (PCM)

The \nASC Program Construction Manager (PCM) will oversee all the construction managers and construction activities for the program at all ASC stations. In addition, they will coordinate site support with other ASC functional areas, Operations and subcontractors as needed in the project planning stages. The PCM will oversee construction superintendents, trade supervisors, and tradespersons and will coordinate resources tied to construction activities and change control activities if needed. The position also includes overseeing execution of subcontracted construction activities to ensure delivery of those scopes of work in compliance with specifications, schedules, quality and other project requirements. The ASC Construction Program Manager has overall responsibility for the successful execution of construction activities for all Capital, and minor recap projects.\n, * Supervise ASC construction staff of Construction Managers and ensure they are trained and following process and procedures.\n

• Interface directly with project managers (PMs) to coordinate field schedules, resolve issues, lead/support negotiations for change orders, and ensure phasing is efficient\n
• Collaborate in the development and review of upcoming construction efforts.\n
• Lead constructability aspects through project life cycle.\n
• Perform planning and estimating as required to support construction estimates, schedules, and procurements. This may include schedule development support, design reviews, constructability reviews, development of material take-offs and “bills of materials” based on engineering design drawings and project specifications.\n
• Responsible for ensuring ASC construction has policies and procedures that are based on industry practices and facilitate a safe work environment and quality product.\n
• Ensure subcontractors perform according to design, safety and quality aspects called out in the construction execution plans and contracts.\n
• Serve as a leader in problem solving, field execution facilitation, communications, and continuous safety and quality process improvement.\n
• Partner with Mission Assurance to strengthen the safety and quality culture and continuously improve safety performance within ASC construction activities.\n
• Maintain alignment with Area Managers, Functional organizations and subcontractors on site work plans and required resources.\n
• Responsible for ensuring construction staff is coordinating and planning for availability of equipment, tools and materials required to execute self-perform scopes of work.\n
• Supports change control during the construction phase of projects and for managing budgets tied to construction activities.\n
• Participate in project meetings/teleconferences to monitor progress, implement procedures, ensure compliance with specifications and standards, and ensure safety procedures are being followed.\n
• Ensure that reporting of project progress in relation to project schedules, and updates to construction schedules at being completed accurately and at the required intervals.\n
• Ensure delivery of clear, concise and timely documentation of construction activities from all Construction Managers.\n
• Support continuous improvement of project execution through embracing solid key performance indicators (KPIs), and performance standards enhancements.\n
• Technical manager responsibilities and signatory authority for the ASC Construction Management Staff cost control account and other accounts.\n
• Develop training requirements for staff and implementation.\n
• Communicate professionally, both orally and in writing, with subordinates as needed to relay information they need to be successful in their jobs. This includes, but is not limited to, staff meetings, performance appraisals, job requirements, projects, quality standard procedures, and safety practices.\n
• Performs other duties as required.\n

• A bachelor’s degree with at least 8+ years of relevant experience is required. Equivalent work experience is considered in lieu of a degree.\n
• 6+ years of construction supervision experience.\n
• Experience executing construction projects in remote and logistically challenging locations.\n
• Experience managing field crews and coordinating multiple subcontractors simultaneously.\n
• Experience supervising trades employees, project construction schedule development, and project cost estimating/validation is required.\n
• Experience managing field changes, quality control inspections, final punch lists, progress reporting, and other activities supporting final completion.\n
• At least 5 years’ experience in procurement and subcontracts management to include: various contracting types, negotiations, development of SOW’s, RFI’s, and RFP’s, and selection of vendors.\n, * At least 5 years’ experience supporting or leading state or federal government projects.\n
• At least 5 years’ experience in the use of Earned Value Management.\n
• Experience working in a matrixed organization of Project Managers, Construction Managers, Engineers, Estimators, Project Controls, and Drafters.\n
• Experience developing and reviewing project schedules for completeness and accuracy. Primavera and Microsoft Project experience preferred.\n
• PMP Certification\n

n \n** Deployment to Antarctica may be necessary at the discretion of management (approximately 1- 5 months per year). \n \n \n** Successful completion of the physical and dental examinations required by the NSF for deploying to Antarctica is a nonnegotiable requirement. \n \n \n** Due to contract requirements, US Citizenship is required.\n \n \n** Must obtain a Public Trust security clearance prior to starting.
