Job description

RMC is seeking a Senior Program Manager to lead performance under potential federal agency BPA calls. The Senior Program Manager will be accountable for delivery, staffing, schedules, resources, cost and budget oversight, quality, risk management, and client communication. This position requires proven leadership of complex, multidisciplinary programs and the ability to integrate technical, policy, analytical, and administrative workstreams., · Lead overall performance of assigned BPA calls and serve as a primary management interface with the Government client sponsor.

· Formulate work standards, implementation plans, schedules, staffing plans, performance measures, and delivery controls.

· Assign contractor personnel, resources, and priorities to meet task-order objectives and deadlines.

· Review performance, cost, budget, schedule, risk, and quality information and take timely corrective action.

· Supervise contractor personnel and communicate organizational policies, purposes, goals, and performance expectations.

· Build and lead effective, energized, multidisciplinary teams across Government and contractor organizations.

· Establish requirements and procedures for responding to BPA call statements of work and preparing compliant deliverables.

· Manage and control funds and resources and ensure alignment between strategic goals, work plans, and measurable results.

· Integrate complex project elements, resolve issues, and leverage tools, methods, and lessons learned from other projects.

· Ensure deliverables are accurate, clear, timely, editable, and compliant with Section 508, security, privacy, and records-management requirements., Program leadership Financial management Resource allocation Client relationship management Risk and issue management Quality assurance Strategic alignment Team leadership

Work Environment and Conditions

· Work is anticipated to be primarily remote, but task orders may require onsite support at federal client locations throughout the United States and U.S. territories.

· Some assignments may include travel, outdoor or field-going activities, or work outside normal business hours, including Federal holidays.

· Personnel requiring access to federal client facilities, systems, or information may be subject to background investigation, PIV credentialing, and mandatory annual training.

All work products must meet Government standards for accuracy, clarity, timeliness, editability, accessibility, security, privacy, and records management.

Requirements

Please highlight your degree field, 12+ years of relevant experience (or Master’s + 8 years), and specific examples of managing program budgets, staff, and complex deliverables., · Bachelor’s degree and at least 12 years of relevant experience, OR a master’s degree and at least 8 years of relevant experience.

· Degree must be in business, management, information systems, or another related field.

· Strong project or program management background, including leadership of complex projects.

· Demonstrated ability to provide guidance and direction to staff.

· Demonstrated expertise managing and controlling funds, budgets, schedules, and resources.

· Experience establishing requirements and procedures for responding to statements of work and preparing deliverables.

· Ability to lead and integrate complex project elements and set strategically aligned goals.

Preferred Qualifications

· PMP, PgMP, FAC-P/PM, Lean Six Sigma, or comparable project/program management certification.

· Experience managing federal BPA, IDIQ, task-order, or multi-award contract performance.

· Experience with federal agencies, natural resource programs, policy development, or environmental management.

· Experience with business process reengineering, quality management, risk management, and performance measurement.

· Working knowledge of Section 508, Government security/PIV processes, SharePoint, Microsoft Project, and records management.
