Job description

CareQuest Institute for Oral Health’s Health Improvement team supports the organization’s mission of improving oral health for all by supporting the adoption of evidence-based solutions designed to improve patient outcomes and close health disparities. The Vice-President, Health Transformation (VP) is a key internal and external leader for CareQuest Institute’s innovative efforts to bridge the gap between research and practice through quality improvement and implementation science and the execution of programs and services. The VP will develop the strategy to pilot and support delivery models that measurably improve oral health outcomes, reduce costs, and enhance patient experience nationwide.

The VP will lead a team of seven multidisciplinary experts whose goal is to foster the improvement and adoption of oral health person-centered care models including disease management programs, inter-professional initiatives, and evidence-based clinical and public health practices, supported by effective evaluation, quality measurement, behavior change management, and value-based financing methodologies. Relevant initiatives and activities will include but are not limited to programs, services, and technical assistance designed to influence industry practices and advance national change efforts to meet CareQuest’s mission.

The VP will leverage the broad array of CareQuest’s capacities in research, data analytics, innovation, policy, and communications to enhance the Health Improvement team’s program and service impact. As a member of the Senior Leadership Team, the VP will play a central role for the Health Improvement team’s enterprise-wide impact, including strengthening intra- and inter-team collaboration, routinely assessing and managing internal functions and capacities, and building clear accountability structures that support sustainable high-performance execution.

Health Improvement initiatives require the co-creation of externally facing strategies, and the VP will be responsible for developing and nurturing relationships with senior level policy makers, academic leaders, health system executives, and other national partners. In this role, the ability to work with and navigate situational awareness and presence across diverse stakeholders, including grassroots community members and other senior leaders, is critical to support initiative, program, and service delivery and execution.

This role requires a seasoned leader capable of navigating complexity, fostering alignment across diverse external stakeholders, leading and developing a team of high-performing health care experts, and driving internal change management efforts that support successful implementation of emerging organizational strategies across CareQuest and the broader oral health ecosystem., * External Partnership & Stakeholder Engagement

  • Develop and maintain external partnership structures that support shared accountability, joint implementation, and collective impact across the oral health eco-system.
  • Represent CareQuest at national conferences and community convenings, serving as mission-focused reputational ambassador and situationally flexible thought partner for oral health improvement and system transformation.
  • Position CareQuest as a trusted and reliable partner through effective, service-forward external relationship management and service delivery.
  • Health Improvement Program and Service Execution
  • Source partnerships and execute on strategies to design, pilot, and implement oral health person-centered models of care, including disease management programs, inter-professional and integration initiatives, and evidence-based clinical and public health practices, designed to influence industry practices to reduce health disparities. These activities may leverage improvement collaboratives, convenings, pilot and programmatic initiatives, and service delivery.
  • Build readiness for change for internal teams, external partners, and clinical sites for adoption of new care models, data infrastructure, and financing approaches by identifying and addressing barriers, enabling conditions, and resource needs across diverse environments.
  • Combine the effective use of quality improvement, behavior change, and implementation science with data, measurement, and value-based care approaches in program and service administration to drive sustainable system transformation to advance CareQuest’s mission.
  • Design and implement structured program planning, monitoring, and evaluation to drive continuous improvement and demonstrate the strategy-aligned impact of Health Improvement programs and services to influence industry practices.
  • Build and execute strategies to document and disseminate learnings, workflows, and protocols to support wide-spread training and adoption of Health Improvement learnings and innovations.
  • Regularly assess and leverage Health Improvement activities and assets to influence the regulatory environment in favor of evidence-based practices that improve mission-aligned health outcomes.
  • Partner with CareQuest Innovation Partners to support the continuum of innovation needed to improve health, reduce health disparities, and advance CareQuest’s mission.
  • Team and Collaborative Leadership
  • Assess team functioning using structured tools and observation to identify strengths, gaps, and opportunities for improved collaboration and performance.
  • Build accountability frameworks that clarify roles, decision rights, timelines, and success metrics for strategic initiatives.
  • Strengthen team culture and engagement through coaching, alignment on shared goals, and development of communication and workflow systems that support high quality execution.
  • Coordinate and implement performance management strategies, including hiring, coaching, evaluation, and performance improvement plans.
  • Effectively manage activities within the identified budget and follow expense management procedures.
  • Engage collaboratively with all CareQuest teams (particularly through effective partnership with other senior leaders) to efficiently align efforts, share insights, and support enterprise-wide initiatives.

Requirements

  • Clinical training in dentistry or medicine and/or master’s degree in public health, public administration, or business with significant experience in public program administration and translating clinical insights into system-level improvements.
  • 7-10 years of leadership experience.
  • Should have knowledge and experience in the following areas:
  • Oral health and primary care health care delivery structures and their connections to public health and human service systems.
  • Person centered care approaches, including evidence-based health promotion and behavior change methods, prevention and disease management practices, primary care dental and/or medical patient treatment protocols.
  • Value-based care components, including alternative payment models and health care financing, quality improvement, and population health measurement approaches.
  • Medical and dental health record systems and emerging approaches to health data exchange.
  • Strong relationship management, situational awareness, and the ability to work with diverse stakeholders.
  • Proven ability to assess team dynamics, build accountability structures, and lead teams through change and uncertainty.
  • Ability to drive strategic execution in partnership with executive and senior leaders with commitment to the growth and development of direct reports.
  • Superior interpersonal, organizational, and written/oral communication skills.
  • Proficient with general computer software including Microsoft Excel, Word, and Outlook.
  • Proven problem-solving skills.
  • Ability to make sound judgment conclusions based on data available with minimal supervision.
  • Ability to prioritize and organize multiple tasks with tight deadlines.
  • Attends additional training as requested/deemed necessary.

PHYSICAL DEMANDS:

  • Incumbent must be able to communicate effectively.
  • Manual dexterity and sitting is required in carrying out position own position responsibilities (i.e. use of personal computer).
  • Ability to travel or move about within and outside serviced facilities required.
  • Incumbent works primarily in either a private or shared office environment.

The starting base salary will be determined based on skills, experience, and other job-related factors.
