Job description

Under the direction of the Utility Billing Manager, this is a highly responsible and technical position responsible for the administration of the Utility Billing Division’s enterprise software systems, reporting solutions, and related technologies. The incumbent serves as the department’s technical expert for Utility Billing systems and is responsible for maintaining system functionality, supporting business operations, and ensuring technology effectively meets the needs of the division.

The incumbent analyzes departmental operations, business processes, and system performance to identify opportunities for improvement through technology, automation, reporting, and system configuration. Responsibilities include maintaining system configuration, developing reports and dashboards, supporting automated workflows, researching application issues, and recommending solutions that improve operational efficiency, data accuracy, and customer service.

This position works closely with the Office of Innovation, Information Technology, Finance, software vendors, and other City departments to support Utility Billing applications, resolve technical issues, and coordinate technology initiatives affecting the division. The incumbent exercises independent judgment, initiative, and technical expertise while serving as the primary resource for Utility Billing technology.

Requirements

· Intermediate knowledge of accounting terms and billing processes, and financial operations.

· Advanced knowledge of IT concepts, enterprise software applications, and system functionality.

· Proficient knowledge of Standard Operating Procedures.

· Working knowledge of reporting, data analysis, forecasting and performance measurement.

· Proficient knowledge of SQL, database concepts, or similar reporting tools.

· Working knowledge of Microsoft 365 applications, including Excel, Word, SharePoint, Power BI, Power Automate, and related business productivity tools.

· Exhibit an exceptional learning capacity.

· Use equipment and supplies in a safe and economical manner.

· Plan, organize, and/or prioritize daily assignments and work activities, and complete work assignments in a timely and accurate manner.

· Provide professional, punctual, and courteous service to the public, and deal with adversarial situations tactfully and firmly while striving to maintain a spirit of cooperation and problem solving.

· Display patience under difficult and stressful conditions.

· Follow verbal and written instructions.

· Plan and perform duties independently while exercising good judgment and initiative.

· Interact in a professional and respectful manner with city staff and the public.

· Communicate effectively and maintain effective relationships with supervisors, staff, volunteers, community, and senior citizens.

Training, Certification, and Experience

· Require a four-year degree/certification in management information systems, information technology, business administration, or related field from an accredited college or university.

· Prefer a minimum of 1 years’ experience supporting enterprise software applications, system administration, reporting, data analysis, process automation, or related technology functions.

· Require a candidate that has obtained training, either through college courses or work experience, with information technology functionalities.

· Or, an equivalent combination of training, education, and experience that provides the required knowledge, skills, and abilities.

Special Requirements

· Valid Florida driver’s license.
