Job description
- Full tenant audit. All 23 sites, storage consumption, license entitlement, permissions sprawl, orphaned sites, and every customization, classic workflow, and InfoPath form with a supportability decision on each.
- Technical discovery session with every department lead and site owner. Content inventory per department covering libraries, lists, content types, workflows, forms, and unique permission breaks, with a migrate, rebuild, archive, or retire disposition signed off in writing before anything moves.
- Enterprise user experience survey to the full staff population, plus a written current state assessment with a prioritized remediation backlog.
Phase 2. Architecture, governance, and migration planning, weeks 5 through 8
- Hub and spoke information architecture. Hub structure, site taxonomy, site templates, global and hub navigation, and content type strategy. No department gets a bespoke structure.
- Managed metadata term store, plus the search schema, crawled and managed properties, result sources, verticals, and Microsoft Search tuning that depend on it.
- Permissions and access model across SharePoint and Microsoft 365 groups, sensitivity and retention labels, external sharing posture, storage and versioning policy, tenant admin center controls, and a repeatable provisioning approach using site designs, site scripts, or PnP templates.
- Governance plan and wave sequenced migration plan, both approved by the agency in writing before build begins.
Phase 3. Build and migration, weeks 9 through 14
- Enterprise home site, hub sites, and all department sites built to the approved architecture, including page templates, web part configuration, list and library structures, audience targeting, and branding within supported theming.
- Content migration in planned waves using ShareGate, Microsoft Migration Manager, or equivalent, with permissions, metadata, version history, and link integrity verified on every wave.
- Legacy workflows and forms rebuilt in Power Automate and Power Apps. Unsupported customizations remediated or retired. Column and list formatting or SPFx used only where a supported out of the box approach will not meet the requirement.
- Repeatable administration automated in PowerShell and PnP PowerShell and handed to the agency as reusable assets.
- Department level user acceptance testing with every logged defect driven to closure, followed by decommissioning of retired classic sites per retention policy.
Phase 4. Accessibility, training, and handoff, weeks 15 through 17
- Section 508 and WCAG 2.1 Level AA remediation across every delivered surface, with the conformance approach documented. This will be tested.
- Administrator runbooks, site owner guides for every department, and end user training sessions with recorded materials. At least one primary site owner and one backup trained per department.
- Usage and adoption reporting against baseline, formal knowledge transfer to agency IT and site owners, and delivery of the complete technical documentation package.
Roughly a third of the deliverables are written. You will author the current state assessment, architecture specification, governance plan, migration plan, runbooks, site owner guides, and training content, all in plain language for a non technical federal audience and at a standard the agency can operate without contractor support. Writing samples are required., You name your rate. Submit an hourly rate and a flat monthly rate with your application. Two structures are available. An hourly arrangement against an agreed not to exceed ceiling, or a fixed monthly retainer covering an agreed block of hours. Payment is milestone based at weeks 4, 8, 14, and 17, issued net 30 against your invoice. This is a 1099 independent contractor engagement. IGS does not withhold taxes and provides no benefits. You determine your own technical approach within the requirements of the task order and may take other clients during the term. Work is scheduled around agency business hours, required meetings, and onsite sessions as needed. There are no reimbursable expenses, tooling purchases, or travel allowances outside the agreed rate unless approved in writing in advance. Requirements
- US citizenship, as required by the federal contract under which this work is performed. No visa sponsorship.
- Ability to pass FBI fingerprinting and a federal background investigation and suitability determination.
- Minimum 8 years hands on SharePoint delivery, with at least 4 years in SharePoint Online and Microsoft 365.
- A documented portfolio of at least 20 completed SharePoint or Microsoft 365 projects, submitted as a list with client type, environment size, your role, and outcome. The list must show repeat delivery, not 20 variations of the same small task.
- At least one classic to modern migration you personally executed at comparable or larger scale, which you can walk through in technical detail.
- Modern site design, hub sites, site templates, site designs and site scripts, web part configuration, content types, and audience targeting.
- Managed metadata and taxonomy design, term store administration, and enterprise search configuration.
- Microsoft 365 governance. Group permission models, sensitivity and retention labels, provisioning controls, external sharing posture, and lifecycle management. SharePoint admin center and tenant level administration.
- A recognized migration platform such as ShareGate, Microsoft Migration Manager, Quest, or Metalogix, including pre and post migration validation practice.
- Power Automate and Power Apps sufficient to replace legacy workflows and forms. PowerShell and PnP PowerShell for SharePoint Online administration.
- Section 508 and WCAG 2.1 Level AA remediation experience in a public sector environment.
- Professional technical writing at a publication ready standard, and the ability to run structured discovery with executives and department leadership under schedule pressure.
- Availability for scheduled onsite work in Washington DC, including an in person stakeholder kickoff in the first two weeks of the engagement.
Preferred
- Residence in Washington DC, Maryland, or Virginia. Prior delivery inside Microsoft 365 GCC or GCC High.
- Active or recently held federal public trust suitability or PIV credential, which materially shortens onboarding.
- Prior federal prime or subcontractor experience and familiarity with milestone based deliverable acceptance.
- Microsoft certifications such as MS-102, MS-700, PL-400, or SC-400. SharePoint Framework, Microsoft Graph, Microsoft Purview records management, or Viva Connections experience.
- Experience in a justice, public safety, health, or human services agency environment., * Bachelor’s (Required)
