Job description

WINTrio LLC is seeking an Agile Project Manager / Scrum Master to lead Agile delivery across federal IT programs. This role focuses on managing sprint execution, coordinating technical teams, and ensuring continuous delivery across software, cloud, and data initiatives within compliance-driven environments.

The role requires balancing Agile practices with structured federal reporting, security requirements, and controlled deployment processes., * Facilitate Agile ceremonies including sprint planning, stand-ups, backlog grooming, reviews, and retrospectives.

  • Manage Agile artifacts including epics, features, user stories, and acceptance criteria.
  • Coordinate delivery across development, DevSecOps, cloud, and data engineering teams.
  • Track velocity, sprint metrics, and delivery performance using JIRA or Azure DevOps.
  • Support CI/CD pipelines, automated testing, and release cycles.
  • Ensure Agile delivery aligns with documentation, traceability, and compliance requirements.
  • Identify and remove impediments impacting team performance.
  • Maintain reporting and transparency across all Agile activities.
  • Collaborate with Product Owners and stakeholders to prioritize backlog and delivery.

Requirements

  • 5+ years of experience as a Scrum Master or Agile Project Manager.
  • Experience supporting Agile delivery in software, cloud, or data environments.
  • Strong understanding of Scrum, Kanban, or SAFe frameworks.
  • Experience with Agile tools such as JIRA, Confluence, or Azure DevOps.
  • Bachelor’s degree required., * Agile Tools: JIRA, Confluence, Azure DevOps
  • DevSecOps: CI/CD pipelines, Git-based workflows
  • Cloud Platforms: AWS, Azure (working knowledge)
  • Development Exposure: APIs, microservices, containerized applications
  • Testing: Automated testing frameworks, QA integration in pipelines
  • Collaboration: MS Teams, Slack, documentation platforms, * Certified Scrum Master (CSM)
  • PMI-ACP
  • SAFe Scrum Master (SSM) or SAFe Agilist
  • ITIL Foundation
  • AWS or Azure Fundamentals, * Experience supporting federal IT programs.
  • Familiarity with DevSecOps and cloud-native delivery models.
  • Experience working with distributed Agile teams.
