Job description

We’re seeking an experienced “IT Demand Governance Lead” to build and lead the processes, standards, and governance framework that drives how technology initiatives are evaluated, prioritized, and delivered across the organization. This is not a traditional Business Analyst or Project Manager role. Instead, you’ll serve as the front door for IT demand management, partnering closely with executive leadership to create a transparent, scalable approach for managing technology investments, business requests, and strategic initiatives. This highly visible position works directly with the CIO, department leaders, executive sponsors, and stakeholders to improve decision-making, standardize business analysis practices, and support organizational transformation. The successful candidate will build governance frameworks, standardize business analysis practices, influence executive decision-making, and drive meaningful operational improvements across the IT organization.

Requirements

7+ years of experience in Business Analysis, IT Governance, Demand Management, Portfolio Management, PMO, Process Improvement, or related disciplines.

  • Experience building governance frameworks, intake processes, prioritization models, or operating procedures within complex organizations.
  • Strong background in requirements gathering, stakeholder facilitation, business case development, and process improvement.
  • Proven ability to partner with executive leadership and influence cross-functional teams.
  • Knowledge of ITIL, COBIT, demand management, and portfolio governance practices.
  • Experience supporting PMO governance, portfolio management, or executive steering committees.
  • Exceptional communication, presentation, facilitation, and relationship-building skills.
  • Bachelor’s degree in Business Administration, Information Systems, Public Administration, or a related field.

Nice to Have Skills & Experience

  • Public sector, municipal, government, or regulated industry experience.
  • Experience with Lean Six Sigma and continuous improvement methodologies.
  • Familiarity with ITSM platforms such as HaloITSM, ServiceNow, or similar solutions.
  • CBAP or PMI-PBA.
  • Lean Six Sigma Green Belt or Black Belt.
  • ITIL Foundation (or higher).
  • PMP or equivalent certification.
