The Data and Evaluation Lead is responsible for designing, implementing, and managing the program’s evaluation framework, including data collection strategies, performance measurement, reporting processes, and continuous quality improvement activities. This individual provides leadership for quantitative and qualitative evaluation efforts and ensures the collection, analysis, and reporting of accurate, actionable data to support program objectives and stakeholder decision-making., The Data and Evaluation Lead will: Evaluation Design & Performance Measurement Design and maintain evaluation frameworks, logic models, performance measures, and data collection methodologies to assess program effectiveness.Develop data collection instruments, reporting protocols, and monitoring processes that support program goals and reporting requirements.Establish metrics and evaluation approaches to measure outcomes, utilization, engagement, and overall program impact. Data Analysis & Reporting Collect, manage, analyze, and interpret quantitative and qualitative data from multiple sources.Conduct analyses of clinical outcome measures, including blood pressure, HbA1c, BMI, and other relevant healthcare indicators.Prepare quarterly, annual, and ad hoc reports that communicate findings, trends, outcomes, and recommendations to stakeholders. Data Quality, Governance & Compliance Develop and implement data quality assurance processes to ensure accuracy, completeness, consistency, and reliability of collected data.Maintain data governance practices and ensure compliance with applicable privacy, security, and confidentiality requirements.Support secure management of program data and adherence to HIPAA-compliant data handling practices. Continuous Improvement & Collaboration Collaborate with program leadership, clinical experts, and technical staff to translate evaluation findings into actionable recommendations.Support continuous quality improvement initiatives through data-driven decision-making and performance monitoring.Present evaluation results and insights to stakeholders in a clear and meaningful manner.
Requirements
Master’s degree in Public Health, Epidemiology, Health Services Research, Biostatistics, or a closely related field.Doctoral degree preferred.Relevant certifications may be considered in combination with substantial experience.
Required Experience and Skills: Minimum seven (7) years of experience designing and managing evaluation frameworks for federal health programs, technical assistance contracts, or comparable initiatives.Demonstrated experience collecting and analyzing clinical outcome data, including blood pressure, HbA1c, and BMI, in primary care or safety-net settings.Proficiency in quantitative and qualitative research and evaluation methodologies.Experience using statistical analysis software and qualitative data analysis tools.Experience developing performance measures, dashboards, reports, and data visualizations.Experience with data governance, data security protocols, and HIPAA-compliant data management practices.Strong analytical, written, verbal, and presentation skills.
Preferred Skills: Experience supporting federal healthcare programs or federally funded health initiatives.Experience working with community health centers, safety-net providers, or organizations serving underserved populations.Familiarity with Uniform Data System (UDS) reporting and other federal health program reporting requirements.Experience evaluating technical assistance, training, healthcare transformation, or digital health initiatives.Knowledge of quality improvement frameworks and performance management best practices.Experience working with healthcare data systems, population health datasets, and clinical performance metrics.
