Technical Program Manager - Engineering Strategy & Operations
You make an engineering organization smarter, faster, and more honest - by discovering what the data reveals, building the systems that make it visible, and framing the narrative that drives action. The Role
You sit at the intersection of engineering, business, and leadership. You see strategic questions - âCan we deliver this by Q3?â âIs our AI transformation actually working?â âWhere are we bleeding capacity?â - and yougo build the answer.Dashboards, models, queries, analysis - whatever weapon fits. Then you frame the compelling narrative that makes leadership act on it.
Youâre astrategic operatorwho builds. Data and automation are your tools - not your job title.
What Youâll Do
Discover and build.Mine engineering metrics (velocity, capacity, defect trends, release health) and business signals (cost, allocation, strategic alignment) to surface insights others miss. Then build the dashboards, models, and analytics - yourself - that make those insights persistent and observable to the org.
Own the narrative.Author executive communications - business reviews, metrics packages, strategy recommendations - that synthesize data + context + judgment into a clear, compelling case. You donât report numbers. You frame the story that drives the decision.
Drive planning intelligence.Capacity analysis, delivery forecasting, allocation modeling. You make commitments honest by grounding them in live data. When the math doesnât work, you flag it early and drive the hard conversation.
Understand and shape the AI transformation.Weâre adopting an agentic development lifecycle (ADLC). You help the team understand whatâs working - defining metrics, building tracking, analyzing where AI is accelerating us and where we need to improve. Thereâs no playbook. You create it.
Design operating systems.Release criteria, prioritization frameworks, triage cadences, financial tracking. Just enough structure to create predictability - without bureaucracy.
Automate the toil.If a human is doing it manually and repeatedly, youâre building the automation that eliminates it. Who You Are

- Technically grounded.You understand CI/CD, release strategies, and engineering workflows well enough to ask the right questions and know when someoneâs hand-waving.
- Business-savvy.Budget allocation, P&L, strategic priorities - you connect engineering performance to business outcomes because thatâs where the best insights live.

The Environment
VERA team at Visa.We move fast. Weâre deep in an AI transformation (ADLC) and changing how products are built. We value people who discover, build, and drive - over people who track, report, and align. Visa requires at least 3 days in office, expectations of these days will be confirmed by your Hiring Manager.
Requirements
- Senior TPM-level leadership - driving outcomes across teams, influencing without authority
- Hands-on data fluency - youâve personally built dashboards (Power BI, Tableau, Looker), written complex queries, designed metrics frameworks that drove decisions
- Engineering operations experience - release management, capacity planning, delivery forecasting, or engineering metrics for a shipping software org
- Strategic communication - executive narratives that synthesized data + judgment into a compelling case
- Technical grounding - CI/CD, release processes, quality engineering, SDLC
Preferred:
- Payments, fintech, or high-availability environments
- Comfort with AI-assisted development workflows or strong curiosity to learn
- Financial management exposure - budgets, cost modeling, P&L tracking
- Engineering tools: Jira, GitHub, Azure DevOps, Grafana, or similar
Benefits & conditions
The estimated salary range for this positionis $152,200 to $243,700 USD per year, which may include potential sales incentive payments (if applicable). Salary may vary depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position may be eligible for bonus and equity.Visa has a comprehensive benefits package for which this position may be eligible that includes Medical, Dental, Vision, 401(k), FSA/HSA, Life Insurance, Paid Time Off, and Wellness Program.
