Job description
As the Chief Quality & Compliance Officer, you will provide executive leadership for the organization’s quality improvement, compliance, patient safety, risk management, credentialing, accreditation, and regulatory readiness programs.
You’ll partner closely with executive leadership, providers, operational leaders, and our Board of Directors to ensure Noble Community Clinics delivers exceptional, patient-centered care while maintaining compliance with HRSA, FTCA, HIPAA, OSHA, NCQA PCMH, payer requirements, and all applicable federal and state regulations.
This role is ideal for a collaborative leader who thrives on building systems, using data to drive improvement, and fostering a culture of accountability, transparency, safety, and continuous learning., As our Chief Quality & Compliance Officer, you will:
- Lead organization-wide quality improvement, quality assurance, and patient safety initiatives.
- Develop and execute the annual Quality Improvement Plan aligned with organizational strategy and value-based care priorities.
- Drive improvements in clinical quality, patient outcomes, patient experience, access to care, and health equity.
- Oversee the organization’s enterprise compliance program, including education, auditing, monitoring, investigations, and corrective action planning.
- Ensure ongoing compliance with HRSA Health Center Program requirements, FTCA deeming, HIPAA, OSHA, NCQA Patient-Centered Medical Home (PCMH) standards, and applicable regulatory requirements.
- Maintain readiness for HRSA Operational Site Visits, FTCA reviews, payer audits, and accreditation activities.
- Provide executive oversight of credentialing, privileging, risk management, and patient safety programs.
- Lead the organization’s FTCA Risk Management Program and annual deeming application.
- Champion a culture of continuous improvement, accountability, transparency, and patient safety.
- Partner with clinical and operational leaders to improve care coordination, population health, behavioral health integration, and quality outcomes.
- Present quality, compliance, risk, and patient safety reports to executive leadership and the Board of Directors.
- Mentor and develop quality and compliance team members while supporting cross-functional organizational initiatives., As Chief Quality & Compliance Officer, you’ll help ensure every patient receives safe, high-quality, patient-centered care while strengthening systems that support excellence across the organization. Your leadership will influence clinical outcomes, organizational performance, regulatory success, and the health of thousands of individuals and families throughout Wisconsin.

Requirements
- Master’s degree in Healthcare Administration, Public Health, Nursing, Business Administration, Health Policy, or a related field.
- Seven or more years of progressive leadership experience in healthcare quality, compliance, patient safety, risk management, accreditation, or regulatory operations.
- At least three years of experience leading teams and organizational improvement initiatives.
- Strong knowledge of healthcare quality improvement, regulatory compliance, credentialing, patient safety, and performance improvement.
- Experience preparing organizations for audits, regulatory reviews, accreditation surveys, or operational site visits.
- Excellent leadership, communication, analytical, and relationship-building skills., * Experience within a Federally Qualified Health Center (FQHC), community health center, ambulatory care, or safety-net healthcare organization.
- Knowledge of HRSA Health Center Program requirements, FTCA deeming, Uniform Data System (UDS) reporting, and NCQA PCMH Recognition.
- Professional certifications such as CPHQ, CHC, CHPC, CPPS, CPHRM, or other related healthcare quality or compliance credentials.
- Experience using quality dashboards, electronic health records, population health tools, and data analytics to drive measurable improvement.
