Job description

The 911 GIS Analyst plays a critical role in ensuring emergency responders receive accurate, reliable, and timely information. This position focuses on analysis, coordination, and quality assurance of GIS, MSAG, and address data that directly supports dispatch operations.

PRIMARY DUTIES AND RESPONSIBILITIES (may include but are not limited to the following)

Other duties may be required and assigned by the Benzie County Central Dispatch Director

· Serve as the primary analyst responsible for maintaining and validating 911-related GIS and MSAG data, with a strong emphasis on accuracy, consistency, and usability.

· Analyze address, road centerline, boundary, and jurisdictional data to ensure alignment with the MSAG.

· Review, interpret, and resolve discrepancies between the MSAG, GIS data, and addressing records by applying sound judgment and documented standards.

· Evaluate the impact of new developments, annexations, road changes, and addressing updates on emergency response and call routing.

· Perform data quality checks and audits, identifying issues and recommending improvements.

· Document workflows, standards, and decisions to support continuity, transparency, and compliance with 911 and GIS best practices.

· Provide clear explanations of GIS and MSAG-related issues to non-technical stakeholders, including dispatch and leadership.

· Oversee activities involving GIS projects relevant to emergency response and 911.

· Maintain the MSAG (Master Street Address Guide) database in partnership with agency contractors.

· Coordinate audits of the MSAG, GIS, and ALI systems to ensure accuracy.

· Prepare various reports as directed.

· Maintain compliance with all applicable Local, State, and Federal government laws, ordinances, and regulations.

Requirements

· Experience supporting 911/Dispatch, public safety, or emergency communications environments.

· Familiarity with addressing standards and road naming conventions.

· Experience with data quality assurance, validation processes, or compliance-driven data management.

· Background in GIS or spatial data analysis in a government or public safety setting.

KNOWLEDGE, SKILLS, ABILITIES and COMPETENCIES

· Proficiency with GIS applications and mapping technologies as they relate to 9-1-1 and dispatch operations.

· Strong analytical and critical-thinking skills, with the ability to interpret complex data relationships and make informed decisions.

· Solid understanding of the purpose and function of the 911 Master Street Address Guide (MSAG) and its role in emergency response.

· Attention to detail and a commitment to data accuracy, consistency, and accountability.

· Ability to manage competing priorities and handle data issues that may directly impact public safety outcomes.

· Effective communication skills, particularly the ability to translate technical or data-driven findings into clear, actionable information.

· Proficiency in English grammar, spelling, and punctuation, as well as mathematical calculations (addition, subtraction, multiplication, division, percentages, ratios).

· Ability to organize, maintain, and retrieve accurate documentation and electronic records.

· Ability to interpret and explain complex policies, processes, and regulations in clear, understandable terms.

· Proficient in the use of computers, software applications, and departmental technology for reporting, recordkeeping, and data analysis.

CERTIFICATIONS, LICENSES (minimum requirements)

· Must have a valid Driver’s License and personal vehicle insurance

· Work is performed mostly in an office environment

· May be required to reach with hands and arms; sit; stand; talk and hear; use hands to finger, handle, or feel

· May be required to lift/move up to 25 - 50 pounds (such as a box of paper)
