Job description
The State of Florida Department of Children and Families (DCF) is seeking an electronic data analytics solution and related professional services to support the Supplemental Nutrition Assistance Program (SNAP) eligibility determination process. The Advanced Analytics and Eligibility Integrity System (AAEIS) is intended to reduce eligibility determination errors, improve program integrity, and generate decision-support recommendations. II. Role Summary We are looking for an experienced SNAP/Public Benefits Eligibility Subject Matter Expert (SME) who understands eligibility determination policy, processes, quality-control requirements, error analysis, program integrity, and operational workflows. The SME will bridge the gap between DCF’s eligibility/business operations and the technical/analytics team, ensuring the solution aligns with actual SNAP eligibility rules. III. Key Responsibilities
- Assess existing SNAP eligibility determination processes, policies, business rules, procedures, workflows, and quality-control activities.
- Identify, categorize, and analyze eligibility determination errors and potential causes of incorrect determinations.
- Interpret eligibility case outcomes and validate analytics findings and decision-support recommendations from a program/policy standpoint.
- Develop and review business rules used by ML models and identify risk indicators associated with incorrect determinations.
- Perform root-cause analysis covering policy, operations, training, data quality, workflow, and case-specific factors.
- Make recommendations for corrective actions, process improvements, quality assurance, error reduction, and operational improvements.
- Support caseworker workflows and assist in interpreting recommendation acceptance, rejection, and override behaviors.
- Develop training and knowledge-transfer materials and support dashboard/KPI definitions.

Requirements
- 7 10+ years of experience in public benefits/eligibility.
- 3+ years of experience directly involving SNAP.
- Strong demonstrated experience in some combination of: SNAP eligibility, SNAP Quality Control, Integrated eligibility, Medicaid eligibility, TANF/TCA, Public benefits administration, Program integrity, or Eligibility quality assurance.
- Experience with electronic analytics solutions in SNAP, TANF/TCA, Medicaid, or comparable regulated environments.
- Expertise in implementations involving eligibility-determination quality, case review, error-rate reduction, and improper-payment reduction.
- Provider team must provide three (3) references for similar projects performed within the past five (5) years.
V. Highly Desirable Knowledge & Preferred Background
- Deep knowledge of SNAP eligibility determination, SNAP Quality Control concepts, benefit calculations, and verification processes.
- Understanding of household/case eligibility workflows, payment errors, program-integrity controls, and policy-to-system business rules.
- Background in State HHS agencies, SNAP eligibility modernization projects, Medicaid/integrated eligibility programs, federal/state benefits consulting firms, or SNAP QC/program integrity teams.
