Job description

Native Network, Inc. is seeking aSenior Telecom Network Engineer to lead fiber network design and deliver complex broadband projects from planning through construction closeout.

This role requires expertise in OSP/ISP fiber design, telecommunications engineering, and federal broadband program compliance. You’ll support projects that expand connectivity for Native American Tribes and drive economic growth., Network Design & Engineering

  • Lead end-to-end design of middle-mile and last-mile fiber optic networks
  • Develop detailed OSP and ISP designs including route planning, splice diagrams, and construction drawings
  • Perform feasibility studies, capacity planning, and cost analysis to determine optimal network solutions
  • Create complete engineering design packages (plans, BOMs, specifications)
  • Evaluate and recommend technologies such as GPON, XGS-PON, Active Ethernet, and fixed wireless based on project requirements

Project Delivery & Lifecycle Management

  • Manage the technical lifecycle of projects from feasibility through construction closeout
  • Coordinate with project managers, field teams, contractors, and stakeholders
  • Review and approve submittals, as-built drawings, and test results
  • Track project milestones, technical risks, and change orders; proactively resolve issues

Regulatory & Grant Compliance

  • Ensure designs and deliverables meet requirements for federal and state broadband programs (NTIA, USDA, FCC, BEAD)
  • Support compliance with environmental and cultural regulations (NEPA, Section 106, tribal review processes)
  • Assist with technical components of RFPs, grant applications, and compliance reporting

Technical Documentation & Communication

  • Prepare engineering reports, design narratives, and construction specifications
  • Translate complex technical information into clear documentation for non-technical stakeholders
  • Present findings and recommendations to internal teams, clients, and tribal leadership, This position requires a background check, which may include criminal history, driving record, and verification of education and certifications, in accordance with applicable laws.

Requirements

Do you have a valid Driver’s License license?, Do you have a valid Engineer in Training certification?, Do you have experience in Visio?, Do you have a Bachelor’s degree in engineering?, * Bachelor’s degree in Engineering (Electrical, Telecommunications, or related field)

  • 7+ years of progressive experience in telecommunications or network engineering, including fiber optic design and deployment
  • Strong experience with OSP fiber network design (aerial, buried, and underground systems)
  • Proven ability to deliver complex projects on time and within budget
  • Proficiency in ArcGIS and AutoCAD for fiber network design, mapping, and engineering documentation
  • Solid understanding of fiber network architecture, construction methods, and industry standards
  • Strong technical writing skills, including development of engineering reports, design packages, and specifications
  • Ability to communicate complex technical concepts effectively to technical and non-technical stakeholders
  • Proficiency with Microsoft Office, Visio, SharePoint, and common project management tools
  • Valid driver’s license and ability to travel to project sites as needed, * Advanced education or certifications, such as Master’s degree, PE, EIT/FE, PMP, CCNA/CCNP, CFHP, or similar
  • Experience with federally funded broadband programs (NTIA, USDA ReConnect, FCC, BEAD, or similar)
  • Familiarity with regulatory and environmental compliance (NEPA, NHPA Section 106, tribal review processes)
  • Experience designing middle-mile and last-mile fiber networks, especially in rural or underserved areas
  • Knowledge of broadband technologies such as GPON, XGS-PON, Active Ethernet, or fixed wireless
  • Familiarity with project management tools (Smartsheet, Microsoft Project, or similar)
  • Experience with fiber testing and validation (OTDR testing, fiber characterization, acceptance testing)
  • Working knowledge of, or willingness to learn, Native American tribal governance, sovereignty, and cultural protocols

Work Environment & Physical Requirements

  • Hybrid work environment combining office, remote, and field-based work
  • Up to 25% travel, including visits to rural and project sites
  • Ability to walk project sites and work in varying outdoor conditions
  • Occasional exposure to construction environments, uneven terrain, and weather
