Job description

Position Overview The Software Architect will work closely with NYSoH program staff, vendors, and stakeholders to define requirements for NYSoH and oversee the Operations and Maintenance of the system. The position involves dictating technical standards, evaluating software components, eliciting and validating functional/operational requirements, and troubleshooting production issues for NYS health exchange systems. Day-to-Day Responsibilities

  • Provide regular status updates to upper management regarding project progress, risks, issues, and mitigation strategies.
  • Facilitate requirements gathering sessions to define system functionality and operational workflows.
  • Coordinate and document the resolution of design gaps, requirement comments, and technical specifications with business units and vendors.
  • Analyze, review, and update process models, flowcharts, and technical specs for as-is and to-be IT systems.
  • Evaluate design, code, and test results to confirm alignment with business processes and system objectives.
  • Facilitate continuous knowledge transfer to NYS staff through direct collaboration and formal documentation.

Requirements

  • General IT Analysis: 84+ months analyzing and supporting interconnecting business processes, software systems, and applications.
  • System Architecture: 84+ months documenting, proposing, and developing system architectures for enterprise-wide systems.
  • Requirements Management: 84+ months researching, documenting, communicating, and validating system requirements across the software development lifecycle.
  • Health Exchange Systems: 72+ months working on the NYS Affordable Care Act (ACA), State-based, or Federal health exchanges.
  • Eligibility & ACA Rules: 60+ months working with State-based or Federal health exchanges, specifically focusing on eligibility determination and ACA rules.
  • Full Stack Development: 60+ months developing applications using Java/J2EE, Spring Boot, Full Stack technologies, and Angular for front-end development.
  • EDI Transactions: 60+ months working with EDI 834 transactions generated by State-based health exchanges for Medicaid, CHP, and Essential Plan recipients.
  • Education: Bachelor’s Degree in Computer Science or Information Technology.

  • Software: Java/J2EE, Spring Boot, Angular, IBM Rational Suite, Microsoft Project, SharePoint, Microsoft Office
  • Hardware: MS Windows Laptops
