Job description

The Marketplace Data & Reporting Senior Analyst leads data analysis and reporting efforts for the Get Covered Illinois (GCI) State-Based Marketplace. This position analyzes marketplace data related to enrollment, tax credits, operations, trends, and projections while helping guide GCI’s overall data and reporting strategy. The Senior Analyst develops reports, dashboards, and presentations for GCI leadership, state and federal partners, and other stakeholders, and works closely with staff, vendors, and consultants to make sure data is accurate, clear, and useful for decision-making. In addition to leading reporting efforts, this role also works directly with data by running reports, reviewing trends, designing dashboards, and identifying opportunities to improve operations and reporting processes in support of GCI’s mission. We invite all qualified persons to apply., * Under general direction of the Customer Assistance Center Deputy Director, serves as senior leader for the statewide Marketplace Data & Reporting function for Get Covered Illinois (GCI).

  • Oversees and conduct advanced analysis of State Based Marketplace data.
  • Leads the development and governance of dashboard and reporting solutions.
  • Provides cross-functional data leadership and operational support that provides senior-level analytical leadership and support across GCI.
  • Serves as GCI’s senior business lead and primary liaison with information technology and reporting vendors.
  • Leads compliance and strategic oversight of all federal and state marketplace reporting obligations, monitoring for agency-wide adherence to standards.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization., * Prefers one (1) year of progressively responsible professional experience in data analysis, operational reporting, business intelligence, dashboard development, healthcare analytics, marketplace operations, technology systems analysis, or a related analytical field.
  • Prefers one (1) year of experience analyzing software and interactive dashboards to analyze, design, and present complex data clearly and concisely.
  • Prefers three (3) years of professional experience compiling, analyzing, reporting and presenting public data.
  • Prefers two (2) years of professional experience working with statistical analysis, reporting, and projections.
  • Prefers two (2) years of professional experience working with outside entities, consultants, and advocacy groups.
  • Prefers one (1) year of professional experience working within the Affordable Care Act (ACA ), Illinois health insurance landscape, health insurance tax credits and tax credit eligibility.
  • Prefers one (1) year of professional experience working within federal and state health insurance statutes and policies.
  • Prefers one (1) year of professional experience with Microsoft Office, SharePoint, and other Microsoft products.

Specialized Skills

  • Requires one (1) year of professional experience analyzing, managing, and escalating complex health care cases, including conducting root cause analysis and developing corrective action recommendations.
  • Requires one (1) year of professional experience administering high-risk or executive-level escalations, including coordinating and developing cross-functional resolutions and preparing clear summaries and recommendations for leadership review.
