Job description

The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado’s Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans. We are looking for a Certified Community Behavioral Health Clinic (CCBHC) Implementation Advisor - Term Limited for the Behavioral Health Benefits (BHB) Section of the Office of Medicaid & CHP Behavioral Health Initiatives and Coverage (BHIC) !

BHIC administers and oversees performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. BHIC plays an instrumental role in achieving the mission of HCPF to improve access to cost-effective, quality health care services for Coloradans. The BHB Section of BHIC oversees cohesive development, alignment, and sustainability of benefits across the behavioral health continuum of care. This section provides strategic direction, integration, and oversight for high-acuity and complex behavioral health Medicaid benefits to ensure that individuals experiencing behavioral health crisis or complex needs have coordinated access to appropriate services in the least restrictive setting, while maintaining fiscal integrity and alignment with federal and state authorities, + Staff Authority leading implementation of the Section 223 Certified Community Behavioral Health Clinic (CCBHC) Demonstration, including operationalizing and communicating policy changes to providers, stakeholders, partner agencies, and Department staff.

  • Staff Authority leading the development, implementation, evaluation, and expansion of CCBHC benefits, policies, and operational processes to ensure compliance with federal and state requirements.

  • Coordinate with BHA regarding provider readiness, onboarding, technical assistance, training, and implementation support activities for participating CCBHCs.

  • Develop and deliver provider guidance, training materials, and technical assistance related to person-centered care, integrated services, reimbursement requirements, program operations, and Demonstration compliance.

  • Review federal and state regulations, guidance, and policy changes to identify required operational, policy, or system modifications and ensures timely communication to stakeholders.

  • Design, analyze, and update CCBHC benefit policy to ensure compliance with federal and state requirements and alignment with Demonstration goals and program standards.

  • Identify service delivery, operational, and policy gaps and recommend improvements based on best practices, data, and stakeholder feedback to enhance access, quality, and outcomes.

  • Serve as the contract manager with subject matter expertise and responsibilities for day-to-day management of contracts related to the CCBHC Demonstration and all other assigned contracts, purchase orders, and grants, as required by CRS 24-106-107(3).

  • Comply with all agency responsibilities of the State Controller policy entitled “Contract Management” for all assigned contracts, purchase orders, and grants.

  • Serve as the primary Department liaison for participating CCBHC providers, contractors, partner agencies, and other stakeholders regarding Demonstration implementation activities.

  • Supports special projects, strategic initiatives, and implementation activities related to the CCBHC Demonstration, behavioral health services, and Department priorities.

  • Other duties as assigned.

This is a term-limited position with funding through June 30, 2031.

Requirements

Seven (7) total years of professional experience in program implementation, program analysis, contract management ,or an occupational field closely related., Bachelor’s degree from an accredited institution in Public Health, Public Administration, Healthcare Administration ,or a field of study related to the work assignment AND three (3) years of professional experience in program implementation, program analysis, contract management ,or an occupational field closely related.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience, + Previous relevant professional state experience

  • Masters degree in Public Health, Public Administration, or Healthcare Administration

  • Professional Experience with:

  • Stakeholder engagement including healthcare providers and government agencies

  • Full lifecycle contract management

  • Policy development, analysis, and implementation

  • Demonstrated experience in program implementation and program analysis
