SWP Enterprise Branch Manager

The Accounting Administrator III has managerial responsibility over the Enterprise Accounting Branch, which is responsible for the operational accounting activities of the Department’s enterprise funds for the State Water Project (SWP) and California Energy Bond Office (CEBO) programs. The branch consists of three offices, The Water Project Bill Processing and Analysis Office, the CEBO Financial Reporting and Analysis Office and the Asset Management Section. The position oversees the billings to the 29 water contractors and other entities, administration of $14 billion bond debt portfolio, and maintenance of all related master data and cost allocations.

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Strong communication and computer skills. Experience with Enterprise Resource Planning systems is highly desirable. Must have the ability to work well under pressure and meet deadlines. Duties require intermediate to advanced Microsoft Excel skills. Knowledge and understanding of GAAP procedures; Governmental Accounting Standards Board (GASB) pronouncements; governmental accounting and budgeting; principles of electronic data processing; principles of policy formulation; statistical methods; principles of finance; business law; principles of business management; and uniform accounting systems.
