Job description

E-AIM is seeking a senior PRISM / Purchase Request Specialist to support acquisition planning, procurement management, procurement forecasting, purchase request processing, financial reconciliation, and contract closeout for a Federal transportation research portfolio., * Support acquisition planning, procurement execution, procurement tracking, and contract closeout activities.

  • Prepare, review, and process purchase requests, agreement forms, and related procurement documentation.
  • Support procurement forecasts, SOW development, IGCE development, source selection activities, and proposal evaluation support.
  • Coordinate with Program Managers, CORs/COTMs, AORs, financial administrators, and contracting personnel.
  • Track procurement status and help advance awards and modifications.
  • Support reconciliation of procurement and financial information.
  • Work with financial teams to ensure projects are funded from the proper funding source.
  • Maintain awareness of procurement deadlines and support timely acquisition package processing.
  • Support acquisition process development, application testing, and data review.
  • Provide support across the contract management lifecycle, from cradle to grave, including closeout.
  • Apply FAR, OMB Circulars, DOT orders/directives, and GAO guidance as applicable.

Requirements

Do you have experience in Teamwork?, Do you have a Master’s degree?, This role will support pre-award and post-award procurement activities, including procurement forecasts, SOW and IGCE development, proposal evaluation support, PR package preparation, agreement processing, acquisition tracking, and contract closeout. The successful candidate must have deep Federal acquisition experience and expert working knowledge of PRISM and G-Invoicing. This role as integral to supporting approximately $100M research project portfolio., * Minimum 15 years of related experience in Government contracting and financial analysis.

  • Strong proficiency with PRISM and G-Invoicing.
  • Strong knowledge of Federal acquisition processes and the FAR.
  • Experience with Interagency Agreements, G-Invoicing, Cooperative Agreements, and Indefinite Delivery/Indefinite Quantity contracts.
  • Experience with procurement request preparation, financial reconciliation, acquisition tracking, and contract closeout.
  • Working knowledge of SharePoint.
  • Proficiency with Excel and other financial/procurement tools.
  • Exceptional attention to detail and accuracy.
  • Strong communication and collaboration skills with cross-functional Federal teams.

Required Education/Certifications

  • Master’s degree in Information Systems, Financial Management, Business Administration, Public Administration, or a related field.

Preferred Qualifications

  • DOT, FHWA, or Federal transportation acquisition experience.
  • Experience supporting large research portfolios or program offices.
  • Experience with PR packages, IGCEs, SOWs, acquisition plans, modifications, and closeout documentation., * Are you a US Citizen?
  • Do you have strong proficiency with PRISM?
  • Do you have strong proficiency with G-Invoicing?
