Job description
Innovative Technologies Corporation (ITC) is seeking Senior Navy Data Analyst - Predictive Analytics to support a proposal we are bidding on. This position will be performed onsite at Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) in Norfolk, Virginia. We estimate the award will be made in late September 2026 with a PoP starting November 18, 2026.
Lead advanced data analysis, predictive modeling, machine learning, and readiness metric development supporting COMNAVSURFLANT Force Generation decisions across the PESTONI pillars. This role is designated Key Personnel.
Required Clearance
- Active Secret clearance required at the time of proposal submission and maintained for the life of the contract.
Required Education
- Master’s degree (or higher) from an accredited college or university., * Gain a comprehensive understanding of all relevant data sources, including ADVANA/Jupiter, and leverage the Department of War’s Generative AI resources to develop advanced analytical models.
- Develop strategic and tactical FG analyses of Alternative courses of action supporting programs and initiatives within all the PESTONI pillars.
- Develop and deliver a data-driven monitoring framework to enable Government personnel to assess TYCOM initiative performance against projected outcomes.
- As analytical requirements evolve, develop and recommend new metrics, data models, and leading indicators to enhance the Government’s ability to forecast future readiness.
- Develop, deliver, and sustain predictive readiness models that forecast readiness degradation across specified ship classes and demonstrate a predictive accuracy rate of 85% or higher when back-tested against the previous fiscal year’s data.
- Develop and deliver independent analyses, point papers, and data visualizations on complex organizational and operational issues for Government review and use., COMNAVSURFLANT, Senior Data Analyst, Navy analytics, PESTONI, predictive modeling, machine learning, AI, Python, R, ADVANA, Jupiter, Power BI, Tableau, database design, readiness analytics, Secret clearance
Requirements
- Experience in the United States Navy as a Post-Command Commander afloat or equivalent.
- Five years’ experience on Echelon 3 or higher staff.
- Five years’ experience in database design and management.
- Five years’ experience in data analysis for complex projects.
- Experience with analyzing specific metrics embedded within the PESTONI (Personnel, Equipment, Supply, Training, Ordnance, Infrastructure/Networks) pillars of analysis.
- Ability to develop a comprehensive understanding of the Surface Force’s business practices, primary (organic) data sources, secondary (non-organic) data needs, data gaps, and organic analytic capabilities to inform the development of a meaningful data visualization tool suite and predictive modeling needs for decision-makers at all levels.
- Demonstrated experience developing and applying machine learning models, predictive analytics, and AI-driven data interpretation to complex defense problems.
- Proficiency in leveraging modern data analytics platforms and languages (e.g., Python, R) to perform statistical analysis and build financial and operational risk models.
- Experience in producing executive-level analytical products and reports.
- Expertise in oral and written English communications skills.
- Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint).
