HCM Project Manager - (Peoplesoft)

We are seeking a HCM Project Manager who will support our NYS client to lead a fixed-schedule implementation replacing legacy Kronos timekeeping, leave, and accrual systems with PeopleSoft Absence Management 9.2 (and Time and Labor 9.2). This role will own project planning, deliverable acceptance, cross-functional coordination, data migration, testing, training, go-live, and stabilization while supporting HR, payroll, finance, and IT stakeholders in a fully remote environment.

Duties:

• Own the project plan, work breakdown structure, and 52-week schedule across requirements and gap analysis, design and configuration, legacy data migration, development, user acceptance testing, training, go-live, and a five-week stabilization period.
• Drive the formal deliverable acceptance cycle, including evidence packages, written acceptance criteria, client sign-off, and milestone billing readiness.
• Lead requirements and gap analysis sessions with client subject matter experts in HR, payroll, finance, and IT.
• Coordinate the consulting team, including Time and Labor and Absence Management functional SMEs and a technical developer lead, alongside client-side developers and testers.
• Manage the Kronos-to-PeopleSoft historical data migration workstream, including validation of one year of legacy data in a test environment.
• Plan and manage user acceptance testing and parallel testing to reconcile accrual balances and usage between legacy and new systems.
• Maintain risk and issue logs, change control, and weekly status reporting for client management.
• Manage the knowledge transfer track throughout the full engagement.

• 10+ years of experience of project management, specifically on the Oracle PeopleSoft platform, with experience traceable to dated, named projects on the resume.
• Direct experience managing PeopleSoft HCM implementations that included Time and Labor and Absence Management.
• Experience managing the integration of time and attendance data into PeopleSoft Payroll.
• Experience managing the migration of historical time and attendance data from UKG/Kronos Workforce Central or Timekeeper into PeopleSoft HCM.
• Experience with timeclock integration into PeopleSoft HCM and punch time reporting.
• Experience delivering fixed-price, deliverable-based contracts with formal written acceptance and milestone billing.
• Experience configuring or overseeing configuration of complex work rules, including overtime, shift differentials, meal allowances, out-of-title pay, leave donation, and historical edits.
• Ability to manage a fully remote engagement over a secure client VPN with a distributed team., * New York State agency or public authority delivery experience, particularly in HR, payroll, or time and attendance.
• Experience supporting a unionized workforce environment where collective bargaining agreements drive accrual and premium pay rules.
• PeopleTools upgrade experience, including version 8.58 to a current release, Fluid UI, and Search Framework/OpenSearch.
• Experience rolling out employee and manager self-service, including change management and training for a field workforce.
• PMP certification or an equivalent structured project management methodology background.
• Prior work under OGS Project Based IT Services (PBITS) or similar state contract vehicles.
