Job description

The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff.

This is a high-level technical support and technical leadership position requiring the ability to lead the implementation, administration, stabilization, modernization, and support of complex enterprise database systems. The incumbent will possess advanced, specialized skills with Oracle database systems and other supported enterprise database platforms, cloud-hosted database services, vendor-managed database services, managed database platforms, database system software, automation tools, backup and recovery technologies, security practices, documentation practices, and enterprise operational processes.

The nature of the work is highly complex and requires a deep understanding of people, processes, security, documentation, technology, cost awareness, and support expectations within the context of a large enterprise and government environment. The incumbent is required to have in-depth database planning, design, analysis, troubleshooting, security, backup and recovery, operational support, and technical leadership skills. The incumbent may be required to coordinate and serve as liaison with multiple vendors, technical teams, storage and backup teams, documentation staff, security personnel, management, and customer agencies for in-house, cloud-hosted, vendor-managed, and outsourced database-related initiatives. The incumbent must also possess advanced troubleshooting skills to diagnose issues and errors in complex database systems and must provide technical leadership in maintaining stable, secure, recoverable, lifecycle-managed, cost-aware, and supportable database services.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes, Primary Technical Lead & Core Database Administration
  • Serve as the primary technical lead for Oracle and other supported enterprise database platforms across on-premises and cloud environments.

Operations & Lifecycle

  • Lead installation, patching, automation, monitoring, security administration, performance tuning, lifecycle management, and critical after-hours maintenance to ensure availability and reliability.

Backup & Recovery

  • Oversee backup and recovery readiness, including recovery validation, procedure maintenance, and coordination with storage, backup, infrastructure, and application teams.

Consultation & Project Leadership

  • Lead highly complex upgrades, migrations, modernization efforts, and troubleshooting initiatives; develop technical documentation and provide guidance to end users and technical teams.

Standards & Team Leadership

  • Define and maintain technical standards, support models, and repeatable practices for enterprise database platforms.
  • Provide mentorship, technical guidance, knowledge transfer, and review of technical work performed by lower-level staff.
  • Provide functional supervision, when assigned, by assigning service requests, reviewing technical approaches, ensuring customer follow-up, and overseeing troubleshooting activities.

Modernization & Consolidation

  • Lead initiatives to establish stable, secure, recoverable, and lifecycle-managed database platforms that support modernization and consolidation of legacy Oracle environments.
  • Provide technical leadership for emerging database platforms, managed database services, and related initiatives.

Planning, Documentation, Security & Cost Management

  • Assess current and future needs related to database platforms, cloud services, automation, backup and recovery, security, and enterprise database support.
  • Maintain security procedures and conduct ongoing security reviews in accordance with OTS policies.
  • Develop and maintain accurate, accessible technical documentation and SOPs in coordination with the Documentation Lead and technical staff.
  • Support database cost and usage reporting, including expenditure tracking, usage attribution, and cost recovery.
  • Review technical changes and documentation for accuracy, security impact, operational risk, rollback readiness, and compliance with established standards.

Incident Response & Problem Determination

  • Resolve highly complex database issues involving performance, connectivity, availability, backup and recovery, redundancy, disaster recovery, and security.
  • Coordinate with users, application and infrastructure teams, storage and backup teams, vendors, Oracle Support, security personnel, and management to resolve issues.
  • Ensure appropriate resolution, customer follow-up, documentation, and knowledge transfer.

Management Consultation & Technology Guidance

  • Advise State agencies on database acquisitions, capacity planning, modernization, architecture, security, backup and recovery, cost management, and emerging technologies.
  • Research vendor, Oracle, security, and industry guidance to inform enterprise database practices.
  • Provide recommendations that promote stable, secure, cost-effective, recoverable, supportable, and lifecycle-managed database services.

Other Duties

  • Perform special projects, analyses, studies, planning activities, and other duties as assigned.

Requirements

Seven years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR

An associate’s degree in information technology plus five years of experience in information technology or administrative services; OR

A bachelor’s degree plus five years of experience in information technology or administrative services; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR

A master’s degree plus four years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
