Job description

CyberData Technologies is seeking a Capture Manager, Federal Health IT to lead federal capture efforts from early customer engagement through proposal handoff. This is a hands-on growth role responsible for developing capture strategies, building customer and partner relationships, shaping opportunities, developing competitive positioning, and improving CyberData’s probability of win., Capture Management

  • Develop and execute capture plans from opportunity qualification through proposal handoff.
  • Establish pursuit strategies, win themes, competitive positioning, teaming strategies, and customer engagement plans.
  • Maintain current assessments of opportunity health, including customer engagement, competitive position, pricing, staffing, and teaming.
  • Identify capture risks and develop corrective action plans.
  • Provide fact-based recommendations for bid/no-bid decisions.

Customer Engagement

  • Build and maintain relationships with contracting officers, program managers, CORs, mission stakeholders, acquisition personnel, and industry partners.
  • Participate in industry days, customer meetings, capability briefings, conferences, and other industry events.
  • Develop customer contact plans to improve understanding of customer priorities, requirements, and acquisition strategies.
  • Gather actionable customer intelligence to strengthen pursuit strategies and win probability.

Teaming & Competitive Strategy

  • Lead teaming outreach, negotiations, NDAs, and teaming agreements.
  • Identify and evaluate strategic partners that strengthen CyberData’s competitive position.
  • Conduct competitive intelligence and incorporate findings into capture strategies.
  • Support incumbent-flip and small-business growth strategies.

Capture & Proposal Operations

  • Partner with the Senior Solutions Architect to mature solution concepts into proposal-ready approaches.
  • Work with the BD Analyst/Manager to maintain pipeline data, prioritize opportunities, and incorporate market intelligence.
  • Support color team reviews through win themes, discriminators, solution alignment, past performance mapping, and competitive positioning.
  • Coordinate with proposal personnel to ensure a smooth transition from capture to proposal development., Within the first year, the Capture Manager will:
  • Build productive relationships across CyberData’s target federal markets and partner ecosystem.
  • Improve capture discipline, opportunity maturity, and pursuit visibility.
  • Consistently advance qualified opportunities through the business development lifecycle.
  • Increase CyberData’s understanding of customer priorities, competitive environments, and acquisition strategies.
  • Help convert qualified pipeline into competitive proposal submissions with a realistic path to win.
  • Contribute directly to company growth through stronger, more disciplined capture execution.

Requirements

The ideal candidate has demonstrated experience capturing federal opportunities, preferably within Health IT, civilian, or defense markets, and understands federal acquisition processes, contract vehicles, competitive intelligence, teaming, and proposal development. This role requires someone who is comfortable working directly with customers, partners, leadership, and technical teams while managing multiple pursuits and driving measurable business growth., * 5-10 years of experience in federal capture management, business development, or a related growth role.

  • Demonstrated experience contributing to or winning federal opportunities, preferably within Health IT, civilian, or defense markets.
  • Familiarity with federal agencies such as HHS, NIH, HRSA, CDC, CMS, FAA, Army, or similar organizations.
  • Working knowledge of federal acquisition processes, contract vehicles, GWACs, IDIQs, and GSA Schedules.
  • Experience with GovWin, SAM.gov, FPDS, USAspending, and other federal market intelligence resources.
  • Proven ability to build relationships and gather actionable information through customer and partner engagement.
  • Strong organizational skills with the ability to manage multiple concurrent pursuits.
  • Knowledge of capture and proposal methodologies such as Shipley, APMP, or equivalent.
  • Strong business judgment and the ability to communicate pursuit risks, recommendations, and strategy to executive leadership.
  • Comfortable using AI tools for research, drafting, competitive analysis, and other capture activities while maintaining accountability for the accuracy and quality of outputs.
