Job description
Rackner is seeking a Capture Manager - Federal Technology Solutions to help win federal technical services work across DoD, Air Force, federal health, civilian, and mission-focused markets.
This is a hands-on capture role for someone who has helped win federal contracts and can clearly show their role in those wins. You will work directly with Rackner leadership, technical SMEs, proposal teams, and delivery leaders to shape opportunities from qualification through award.
This is not a relationship-only BD role or a proposal support role. We are looking for someone who can help turn customer needs, technical capabilities, teaming strategy, and proposal execution into awarded work.
What You’ll Do Lead and support capture efforts from opportunity qualification through award Build pursuit strategies that align Rackner’s technical capabilities to customer needs Partner with executives, technical SMEs, proposal teams, and delivery leaders Support customer engagement, call planning, competitive analysis, and gate reviews Develop win themes, teaming strategies, and solution positioning Help translate cloud, DevSecOps, cyber, AI, software, and mission system capabilities into clear proposal strategy Maintain a focused pipeline of high-fit federal opportunities Support proposal handoff and ensure capture strategy carries through submission Help strengthen Rackner’s capture process as the company grows
Requirements
Federal capture experience with a clear record of awarded contracts Experience leading or co-leading capture strategy, not only supporting proposal activity Ability to share a simple win sheet or list of awarded contracts you helped lead or materially support Familiarity with federal procurement vehicles and processes, including IDIQs, GWACs, BPAs, task orders, RFPs, and color team reviews Experience supporting technical services pursuits in areas such as DevSecOps, cloud, cyber, AI/ML, software modernization, data, or mission systems Ability to work credibly with technical teams and translate solution strengths into pursuit strategy Comfort operating in a lean, hands-on environment where strategy and execution often sit with the same person Strong communication, organization, follow-through, and judgment
Preferred Background Experience with DoD, U.S. Air Force, federal health, defense health, DHS, VA, HHS, CMS, or similar federal customers Experience winning work in small-business, 8(a), SDVOSB, HUBZone, or growth-stage GovCon environments Background in capture, solutioning, proposals, delivery, or technical services Familiarity with DevSecOps, cloud platforms, cybersecurity, software engineering, AI/data, or mission systems Shipley, APMP, DAU, PMP, or related training/certifications Active DoD clearance preferred
