The primary objective of this engagement is to serve as the IT Project Manager to leading the implementation of an EHR for 59 SHCs and clinical staff in BCHS, the Bureau of Immunizations (BOI), and the Bureau of Communicable Diseases (BCD)., * Direct, administer, manage, and facilitate enhancements and business process re-engineering for developmental projects.
- Be ultimately responsible for the HHS DOH program implementation and drive the entire effort from start to finish.
- Ensure projects are completed on schedule, within the defined budget, and that the final product meets business, technical, and established quality requirements.
- Apply familiarity with the five PMI project management phases, including their associated inputs and outputs, to turn project ideas into working products.
- Consult with program areas and various IT teams to define requirements, analyze and resolve problems, and ensure collaboration and agreement with recommended solutions.
- Direct, administer, manage, and facilitate high-priority, high-profile, Commonwealth enterprise-wide IT projects of strategic importance.
- Manage activities with delivery cycles of 8 to 12 months.
- Manage, coordinate, and establish priorities throughout the complete project lifecycle, including planning, design, programming, testing, and implementation.
- Develop project estimates covering planning, analysis, design, construction, testing, and implementation.
- Work with team leads to adjust and revise project estimates when necessary.
- Ensure new project estimates are approved and agreed upon by the client.
- Develop the detailed Project Management Plan.
- Obtain approval and sign-off of the Project Management Plan from customer representatives and affected project stakeholders.
- Ensure delivery of all work tasks identified in the Project Management Plan and Project Schedule.
- Develop project plans identifying needs, major tasks, milestones, scope, resources, budget, and personnel.
- Ensure tasks provide value, support the strategic direction of the project, and meet service commitments.
- Manage and track project progress against the project schedule.
- Monitor project milestones and phases and take corrective action as needed.
- Monitor and track the project budget and advise appropriate stakeholders.
- Plan, organize, prioritize, and manage multiple work efforts across the project team.
- Communicate project timelines, milestones, phases, work requests, target dates, and approved executable work packages to team members.
- Schedule and/or monitor status reviews, project management inspections, and software quality assurance work product and process reviews.
- Capture and report required project management metrics.
- Analyze and distribute project metric reports associated with improvement measures.
- Ensure all scope changes follow the processes outlined in the Project Change Management Plan and are documented.
- Create, review, and obtain approval of the Communication Plan and Deliverables Matrix.
- Prepare periodic status reports for the project team, team leads, group leads, Sponsor, and appropriate stakeholders.
- Report status and recommendations to senior leadership as needed.
- Follow the HHS DC IT PMO methodology, standards, and procedures.
- Provide input and support for continual improvement within the HHS DC IT PMO.
- Mentor less experienced project management staff when needed.
- Work closely with HHS DC IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
- Facilitate discussions between IT areas and vendors to ensure program-area needs and requirements are achieved.
- Anticipate and proactively address issues.
- Identify, track, and manage project risks and issues using a RAID+ Log.
- Develop risk mitigation strategies and track them through closure.
- Engage management proactively.
- Build and maintain relationships with key stakeholders and customer representatives.
- Serve as the primary point of contact for project-related issues and their resolution.
- Communicate effectively with customers and software/hardware suppliers supporting the Commonwealth.
- Communicate to team members how their assignments support project objectives.
- Manage the final project management evaluation review with stakeholders.
- Following HHS DC Daptiv guidelines, provide weekly project updates.
- Coordinate system testing with appropriate staff resources.
- Deliver presentations as necessary.
- Ensure project compliance with HHS DC standards and procedures.
- Develop and facilitate achievement of project service commitments.
- Balance workload with project members’ capacity and engage management proactively.
- Plan, coordinate, and conduct training and orientation sessions.
- Conduct peer reviews with appropriate project team resources.
- Coordinate and present proposals as necessary.
- Identify and manage project risks, develop mitigation strategies, and track them through closure.
- Plan project-specific training and orientation needs.
- Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.
- Provide weekly personal status reporting by COB Friday through SharePoint.
- Following HHS DC PMO guidelines, establish a project SharePoint site and utilize Microsoft Teams for key documentation., Manage the implementation of a new EHR system, and transition from system implementation to program operations and maintenance

Requirements
The Project Manager is a senior-level resource with specialized knowledge and experience in EHRs, health informatics, and health IT. The PM will have proven experience leading large-scale projects to successful implementation and experience with planning around organizational change management (OCM)., * Experience implementing an Electronic Health Record (EHR) system where the customer was previously using a paper-based charting system.
- Active PMP Certification from the Project Management Institute (PMI) for a minimum of 5 years.
- Must currently reside in Pennsylvania.
- Must be able to work from the Harrisburg office two (2) days per week, as requested.
- Must participate with Program Office staff in off-site meetings, including State Health Centers, if required/requested.
- 7-9 years of relevant Project Management experience.
- Experience with organizational change management (OCM) with independent customers is preferred.
- Experience with EHR and/or EMR, health informatics, and health IT., Familiarity and experience with programs and issues related to public health
