Challenging Projects

As an International SOF Information/Knowledge Management SME with JCTM, you will design, maintain, and improve the processes and products used to collect, organize, retrieve, analyze, and disseminate international SOF information. You will support information sharing across NIPRNET, SIPRNET, BICES, APAN, and other authorized systems while ensuring information is properly categorized and released in accordance with security and foreign-disclosure requirements.

Your work will directly support Partner Nation SOF profiles, the integrated global SOF picture, international SOF common operating picture development, searchable databases, organizational manuals, standard operating procedures, and long- and short-range calendars., * Draft and maintain interactive information-management products that enable visual analysis of USSOCOM and Department of War Partner Nation networks.

  • Develop and maintain an information-management plan describing how team members search, locate, tag, file, retrieve, and update J3-I information.
  • Coordinate with USSOCOM staff elements, components, and Theater Special Operations Commands to maintain a holistic view of Partner Nation SOF capabilities, constraints, authorities, readiness, and leadership.
  • Coordinate with BICES program representatives to ensure consistency between information maintained on SIPRNET and BICES.
  • Ensure information-management activities comply with applicable foreign-disclosure policies.
  • Develop and maintain J3-I long-range and short-range calendars.
  • Coordinate J3-I information and knowledge-management plans with Command knowledge-management representatives.
  • Categorize information according to its authorized storage location, security level, and releasability.
  • Develop and maintain Partner Nation SOF profiles containing unit overviews, capabilities, recent employment history, and key leader engagement results.
  • Support development of an integrated global SOF picture that can be incorporated into authorized tool suites across multiple security domains.
  • Develop and maintain searchable information databases on authorized classified and unclassified networks.
  • Enable rapid information retrieval for J3-I situation reports, requests for information, Partner Nation data calls, and operational planning.
  • Develop and maintain the J3-I Organization and Functions Manual and applicable standard operating procedures.
  • Develop taxonomies, metadata schemas, naming conventions, version-control practices, and information-lifecycle procedures.
  • Monitor knowledge-management effectiveness, system usage, content quality, and knowledge gaps.
  • Promote stakeholder adoption and a culture of responsible knowledge sharing.
  • Perform facility close-out and escort duties in accordance with Division security procedures.
  • Support CONUS and OCONUS travel requirements.

Requirements

Collaborate with a diverse team of technical and functional experts, gaining practical experience with advanced tools, technologies, and strategic-level implementations., * Active TS/SCI Clearance

  • A master’s degree in information technology or a related field.
  • At least three years of experience in knowledge management, information management, content strategy, taxonomy design, or organizational change management.
  • At least three years of experience in business processes and multinational information management.
  • Advanced proficiency with knowledge-management platforms such as SharePoint or Confluence.
  • Experience with AI-enabled search capabilities, SQL, content-management systems, and data-analytics tools.
  • Experience developing taxonomies, metadata schemas, and methods for organizing, storing, searching, retrieving, and maintaining organizational knowledge.
  • The ability to engage stakeholders, lead teams, promote knowledge sharing, and support organizational change.
  • The ability to evaluate knowledge-management effectiveness, measure usage patterns, and identify knowledge gaps.
  • At least one year of experience in portal development and management.
  • At least one year of experience managing or supporting geospatial analysis tools.
  • Experience using Microsoft Office information-management tools and comparable enterprise collaboration platforms.
  • Strong analytical, technical-writing, facilitation, and process-development skills.
  • The ability to work on-site at MacDill Air Force Base and travel to CONUS and OCONUS locations as required.

Nice to Haves

  • Experience managing information across NIPRNET, SIPRNET, BICES, APAN, or comparable classified and coalition networks.
  • Experience supporting SOF Geospatial Enterprise capabilities or similar geospatial tools.
  • Familiarity with foreign-disclosure requirements and multinational information-sharing environments.
  • Experience developing common operating pictures, organizational manuals, or standard operating procedures.
  • Previous knowledge-management experience supporting USSOCOM, a Combatant Command, a Theater Special Operations Command, or an international military headquarters.

Clearance

Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information; an active Top Secret clearance with eligibility for Sensitive Compartmented Information access is required.
