Why does the job exist?

The New Mexico Health Care Authority (HCA) is implementing a new Medicaid Enterprise System for the State of New Mexico, with newly deployed modules transitioning from project development into full operational status.

To support the maintenance and operations of the New Mexico Medicaid Enterprise System, the IT Product Owner will:

Proactively provide technical expertise and support to internal and external stakeholders;

Collaborate with team members across IT and business units to resolve issues as they arise;

Partner with business stakeholders to ensure system modules remain current and that appropriate procedures are consistently followed;

Coordinate and communicate with vendors, contractors, and state and federal agencies to manage the operations and maintenance of assigned system modules;

Share technical knowledge and subject matter expertise across the organization as needed.

How does it get done?

The Senior IT Application Developer is responsible for: Engaging in enhancement design and planning by participating in cross functional design discussions, developing a strong understanding of user needs, defining requirements, performing analysis, assisting with business case development, and supporting release planning, functional research, and testing activities;

Collaborating with business stakeholders to build and maintain a comprehensive operational product roadmap, ensuring alignment with organizational goals and effectively prioritizing initiatives based on business impact to balance long-term solutions with quick wins;

Managing stakeholder communications by gathering and refining requirements, incorporating technical feedback, supporting backlog refinement, and providing clear, consistent updates to stakeholders at all levels;

Leading transformation execution by partnering with business teams, technology groups, and external partners to ensure seamless integration, alignment of module functions, and effective vendor management;

Providing exceptional customer support by proactively assisting module Product Owners, business units, and external partners with incident management, escalations, and timely communication to relevant stakeholders;

Performing other duties as assigned.

Requirements

Bachelor’s degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and three (3) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Employment Requirements

Must possess and maintain a valid Driver’s License.

Must obtain a Defensive Driving Certificate.

Employment is subject to a pre-employment criminal background investigation and is conditional pending results. Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Travel statewide is required. Supplemental Information
